Written questions pertaining to this requirement should be submitted no later than January 28, 2019 at 3:00 PM EST. Interested firms shall submit their current SF-330, Parts I and II, to Tony.Clemente@va.gov. The SF-330s are due no later than February 6, 2019 at 3:00 PM EST. SCOPE OF WORK The A/E Firm shall provide design and construction period services for the demolition and renovation of Stratton VA Medical Center 4th floor D-Wing and part of the 4th floor Core totaling approximately 13,100 square feet. The goal of the project is to transform the space into a Community Living Center residential ward with private rooms and private bathrooms in a homelike environment, in keeping with the Small House design concept. A second field verification is required following demolition and abatement. Review to include, but not limited to: location and measurement of structural, building elements, utilities existing to remain or to be tied into, other existing elements that have impact on design and were not previously available for inspection. Design documents to be amended as needed and re-issued. A detailed cost estimate performed by a professional cost estimator is required at each design stage in order to ensure the final design estimate does not exceed the funding limit. It is anticipated that deduct alternates will be included. Work requirements include, but are not limited to: Complete interior demolition of Wing 4D and a part of 4th Floor Core area, including abatement. Installation of a functional CLC Neighborhood in keeping with the Small House Model, including approximately 12 residential units with individual bathrooms; Kitchen, Dining and Living Rooms; Common and Recreational Areas. As part of the initial project assessment, provide a recommendation based on a comparison of at least two alternative HVAC system solutions including VAV and/or active chilled beams. Recommendation will be based on a consideration of installed cost, operating cost, and serviceability of installed equipment. Each alternative will be presented with: floor plans showing locations of major equipment; 1 line schematic drawings; preliminary equipment schedules; locations of connections to existing HW and CHW mains or risers; analysis of existing HW and CHW capacity for new HVAC system; estimated construction cost; and estimated annual operating cost. Lighting will be LED with warm spectrum, individually controlled within residences. Provide Security, Nurse Call, Telecommunications, Patient Safety, and other electrical support systems. Plumbing to include individual and common bathrooms, utility and nursing sinks, kitchen sinks, HVAC piping.
