Description

**As of August 16, 2022, This project has not yet been awarded. A timeline for award has not yet been established.** The project has a goal of ten to twenty percent (10-20%) MBE/DBE/WBE participation The project consists of the renovation of the field house bathrooms for barrier-free accessibility including a new concrete pad. All bids must be submitted in the form of proposal prescribed by the Township. Said forms of proposal, together with contract plans and specifications are on file in the office of the Township Clerk at the Municipal Building, and may be examined during regular business hours. All proposals must be accompanied by a bid bond or certified check to the order of the Township in an amount not less than ten percent (10%) of the bid or $20,000.00, whichever is less, for each bid submitted. Bidders are required to comply with the requirements of P.L. 1977, c. 33, Laws of 1977 regarding disclosure of Partners and Stockholders, and P.L. 1975, c. 127. regarding Affirmative Action, Executive Order 11246 regarding Equal Opportunity. Bidders must furnish a list of subcontractors to be used on the project. This bid solicitation is made in a fair and open process in accordance with N.J.S.A. 19:44A-20.5 et. seq. All bidders must be registered with the NJ Department of Labor. The proposal shall also contain consent of surety agreement under which the surety company agrees to provide a performance and payment bond if the contract is awarded to its principal. Pursuant to P.L. 2004 c.57, all bids must be accompanied by a New Jersey Business Registration Certificate issued by the New Jersey Department of Treasury, Division of Revenue. The failure to include a business registration certificate is a material defect which cannot be waived. All contracts and subcontracts for construction or purchase of materials are subject to Section 3 of the Housing and Community Development Act of 1968 where the greatest extent possible, opportunities for training and employment shall be given to lower income residents in the project area, and when possible, contracts shall be awarded to business concerns owned by area residents. Small, Minority and Womens Business Enterprises are encouraged to obtain specifications and compete for the contracts assisted with Community Development Block Grant funds. The proposal shall further contain a consent of surety agreement under which the surety company agrees to post a performance and payment bond if the contract is awarded to its principal. All bids shall be irrevocable and shall not be subject to withdrawal for any reason for a period of sixty (60) days following the date fixed for the opening thereof. The Township of River Vale reserves the right to waive immaterial informalities in any bid or to reject all bids if the best interest of the Township so requires.
