Description | NOTE: All bids in response to this Invitation for Bid (IFB) shall be submitted electronically via FedConnect in accordance with the instructions provided in the solicitation. Questions and inquiries regarding this solicitation must be submitted via e-mail to villareal@wapa.gov and jpratt@wapa.gov. The Western Area Power Administration (WAPA), Rocky Mountain Region (RMR) has a construction requirement for the following: Happy Jack Substation Breaker Replacement - Construction project to replace two 115 KV oil circuit breakers at Happy Jack substation with new 115 KV SF6 gas breakers. Remove old breaker foundations and existing cables and install new breaker foundations, new conduit, and control/power cables. Pine Bluffs Substation Breaker Replacement - Construction project to replace one 115 KV oil circuit breaker and four 12.47-kV breakers, and three 115-kV disconnecting switches at Pine Bluffs Substation. Remove old breaker foundations and existing cables and install new breaker foundations, new station service cabinet, new control house termination cabinet, high voltage bus, new conduit, new cable trench, and control/power cables. The project locations are in Laramie County, Wyoming - Happy Jack Substation (82009) and Pine Bluffs Substation (82082). The anticipated period of performance is 442 calendar days after Notice to Proceed. The estimated magnitude of construction is between $500,000 and $1,000,000. Active SAM Registration: Offeror must have active/current registration in the System for Award Management (SAM) database (www.sam.gov) to be eligible to receive an award from any Federal agency. By submission of a bid, the bidder acknowledges the requirement that a prospective awardee must have active/current registration in the SAM database at the time of bid submission, prior to award, during performance, and through final payment of any contract resulting from this solicitation. If the Offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer (at the time of bid submission), the Contracting Officer will proceed to award to the next otherwise successful registered Offeror.
