Description | An award could be made at the next board meeting on February 13, 2023. Contract A - Complete Plant Each bid must contain the full names of the party or parties making the same, with an affidavit as to interested parties, and in the case of a corporation not chartered in Ohio, with a proper certificate that such corporation is authorized to do business in Ohio, and shall be accompanied by a Bid Guaranty Bond for the full amount (100%) of the Bid, in favor of the City of Salem, Ohio or a certified check, cashier s check, or surety bond in the amount of 5% of the Bid, payable to the City of Salem, Ohio. It is agreed that the bid guaranty shall be for the benefit of the City pursuant to Section 153.54 of the Ohio Revised Code if the undersigned fails to execute the Contract in conformity with the Form of Contract incorporated in the contract documents and furnish Bond and insurance certificates within ten (10) days after the notification of the award of the Contract to the undersigned. The work covered by the Contract Documents includes the following: Contract A Complete Plant The proposed work consists of the partial rehabilitation of three (3) trickling filters, removal and replacement of four (4) trickling filter pumps, removal and replacement of one (1) digester cover, a new digester mixing system, one new sludge thermochemical hydrolysis process (including sodium hydroxide storage and feed system, reactor tank, heat exchanger, boiler, sludge blend tank and progressive cavity pumps), a new sludge conditioning building, a new dewatering building, with one (1) new centrifuge, a new sludge dryer, a new combined heat and power (CHP) unit, a new diesel-powered generator with new switchgear, and all associated civil, HVAC, plumbing, electrical and instrumentation improvements. ADD ALTERNATE work items, as noted on the Drawings and in 00 24 01.16 and 00 41 00.01 of the Specifications, may be determined to be non-performed once Bids have been opened. All visits shall be coordinated with Mr. Dean Stokes, Wastewater Treatment Plant Manager at phone number (330) 332-9770. The Salem Wastewater Treatment Plant is located at 1600 Pennsylvania Ave, Salem, Ohio 44460. Attention to the BIDDERS is called to the Instructions to Bidders, which are included in the proposed Contract Documents. Successful BIDDER shall be required to comply with all laws pertaining to minimum wage and discrimination of persons. All bids must be signed and submitted on the blanks provided in the Bid book. Each bidder must submit evidence of its experiences on projects of similar size and complexity. All contractors and subcontractors involved with the project will, to the extent practicable use Ohio Products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the Equal Employment Opportunity Requirements of Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and Governor s Executive Order 84-9 shall be required. Bidders must comply with all contract provisions for projects receiving Federal aid including, but not limited to, the provisions of Executive Orders 11246 and 11375 and the Davis-Bacon Act as amended. Davis-Bacon Prevailing Wage Determinations must be used in addition to any state prevailing wage rates required by Ohio state law. Guidance on American Iron and Steel Provisions as specified in HR #3547 apply to this project. All material, items, and appurtenances supplied and installed on this contract shall be manufactured in the U.S.A. unless contractor can demonstrate the items are not available in U.S.A. This procurement is subject to the EPA policy of encouraging the participation of small business in rural areas (SBRAs). EEO, DBE, Debarment and other requirements for projects funded through the Ohio EPA WPCLF Account are defined in the Documents and must be complied with the Salem Utilities Commission, City of Salem, Ohio reserves the right to reject any and all bids, to waive any informalities in the bids received, and to accept any bid which it deems most favorable.
