Description | As of January 6, 2023, this project is in the conceptual phase. An engineer has been selected but not awarded. Although a firm timeline for construction has not been determined, construction is not expected to start prior to December 2023. *The closed solicitation has been included below for reference: The West Allis Service Facility (WASF) houses three distinct functions within three buildings on its Hawley Road site: Southeast Region (SER) Electrical Unit Shop & Warehouse; SER Materials, HMA & Soils Testing Laboratory; and Bureau of Traffic Operations (BTO) Signal Cabinet Shop. Constructed in the 1980s, the WASF consists of three buildings and outside on-site storage on a 5.55 acre site. This facility requires modernization at the existing site or functional replacement at a new site Stage 1 Contract: Building upon a previous feasibility study and additional review/interviews, prepare a functional and condition assessment of the existing facility; develop a conceptual building layout, site plan, and cost estimate of existing facility modernization; develop a conceptual building layout, site plan, and cost estimate of functional replacement; for the preferred alternative, continue building plan concepts and site plan design development through 30% completion. Anticipated services include site development and site circulation design, architectural design, building engineering and related services. The selected consultant will coordinate extensively with WisDOT for assessment of the existing and potential new sites. The functional replacement conceptual building layout and site plan should be applicable to a range of parcel sizes and configurations. A future staged contract could include final plan development of site and building design of the preferred alternative to PS&E. Anticipated Construction Cost: $20,000,000-$24,999,999 The contract price will be based on an estimate of the selected consultant's actual costs plus fixed fee. Actual costs will be defined as those costs allowable under the cost principles in Part 31 of Federal Acquisition Regulation (FAR). Consultant costs including indirect cost rates and cost accounting system will be subject to audit. Consultant firms that are unable to account for costs consistent with requirements of the FAR are not eligible to contract. Consultants selected will be required to either submit or have on file with WisDOT a Consultant Financial Report prior to contract execution. Advertised Fixed Fee % : 7.25 Fixed Fee Notification : The fixed fee for this contract will apply an indirect cost factor of 150% to the consultant's estimated direct labor, regardless of the consultant's actual indirect rate.
