Description | Lenoir CO SPCA As of November 10, 2022, Design-Builder has been selected and this project is out to bid for subcontractors. *The original solicitation is listed below for historical reference. New Lenoir County SPCA Facility RFQ for Design Build General Contract The Lenoir County SPCA is requesting AIA A-305 qualification packages from licensed N.C. General Contractors for a Design Build (DB) contract for the design and construction of a new SPCA Animal Shelter Facility to be located in Lenoir County, Kinston, N.C. The work will consist of site work, grading, utilities, concrete, masonry, wall assembly, mill work, store front entrances, windows, doors, frames hardware, finishes including flooring, ceilings painting, kennels, signage, toilet, bath accessories, pre-engineered building, Plumbing, HVAC and Electrical work. The Lenoir County SPCA will select a short list of general contractors to submit rates for pre-construction and design assistance. The selected DB Contractor will work with the owner to develop and submit a final budget for construction. Selected DB Contractor will be required to provide performance and payment bonds for the total cost of construction. The contract award will be based on best value to owner, the Lenoir County SPCA and the community. The Lenoir County SPCA selection committee will make the determination of the final award of this contract. The DB Contractor will assist in selecting a Designer which will be reviewed and approved by the owner. The Designer will not be affiliated with the DB Contractor. The final design will be submitted and approved by the Lenoir County SPCA. Qualifying General Contractors should be able show experience working on projects funded by the USDA, as well as other government entities (State, Federal Government, Military, etc.). It is the desire of the Lenoir County SPCA Council to utilize local community sub-contractors and material suppliers. The selected DB Contractor should be able to show they have knowledge and have worked with sub-contractors that operate in the Lenoir County area. This is not intended to disqualify sub-contractors that are not located in Lenoir County, but noted as a desire for participation and utilization of the local contractors and businesses which are qualified and capable of performing this work. The selected DB Contractor will have a proven safety record and have an EMR of less than 1.0 and have no OSHA violations in the last 5 years. The selected DB Contractor will have proven Design Build experience. The DB Contractor will have a history of providing high quality work. The DB Contractor shall be properly licensed under the state laws governing their respective trades and will be required to comply with all applicable statues and regulations. The selected DB Contractor will solicit proposals from suppliers and sub-contractors pre-qualified and advertised for in a public forum to be received and reviewed by the contractor and the owner, The Lenoir County SPCA. The Lenoir County SPCA encourages the participation of minority and historically underutilized business enterprises (HUB Zone Contractors). Qualification packages are due by February 22, 2022 by 4:00 p.m. and be submitted either by mail or electronically: Attention Daniel Mullins or Randy Kelley.
