Description | Throughout the duration of the project, maintain adequate erosion control, including the installation of additional erosion and sediment control measures as needed. The project is to be completed in 2 phases. Phase 1 1. Install new pond outlet structure to align with common wood walkway (pier) within limits of easement provided to the Town of Emerald Isle (hereinafter Town). New structure is to provide equivalent flow to that of current conditions (i.e., grate elevation and net free Inlet area to remain constant). 2. Remove privately-owned wood decking and walkway structure only as necessary to facilitate new pipe installation. 3. While maintaining safe and adequate traffic control, saw cut asphalt road (Cape Emerald Loop), per Town standards, to facilitate installation of new pipe within revised alignment. 4. Install new pipe from new pond outlet structure to northern terminus (no further into Bogue Sound than the end of the existing pipe). 5. Repair asphalt road per Town standards and direction as soon as practicable. 6. Stabilize all disturbed areas with permanent grass (sod or seed w/ soil amendments and tacked or crimped mulch). Phase 2 1. Cut and cap existing pipe outlet at bulkhead. 2. Repair sheet pile bulkhead. 3. Remove pond outlet structure. 4. Cut and excavate to remove existing pipe from prior outlet structure connection to upland and out of the pond. Maximize the distance between the excavation and the roadway pavement so as not to destabilize the road. Should the excavation approach a 2 (horizontal) to 1 (vertical) slope (or otherwise appear potentially unstable) from the edge of the asphalt to the bottom of the pipe, shoring or additional pavement removal and repair may be necessary. 5. Fill and compact voids resulting from pipe removal with material similar to the existing adjacent soil. 6. Vent pipe near bulkhead and fill entirety of pipe with flowable concrete fill, cap and bury roadside end. 7. Remove (bulkhead end) vent, seal any pipe opening, backfill to land surface and stabilize. 8. Stabilize all disturbed areas with permanent grass (sod or seed w/ soil amendments and tacked or crimped mulch). 9. Reconstruct wood walkway (removed to install new pipe in phase 1). 10. Remove and dispose of all waste. Disposal location must be NC DEQ permitted disposal location. |
