Contractor Awarded Address: Pegram, TN 37143 USA Base and All Options Value (Total Contract Value): $83,562.00 The Naval Surface Warfare Center, Philadelphia Division intends to initiate a Request for Quote (RFQ) to procure the maintenance and repair of a fuel tank farm to include all labor, material, tools, equipment, supplies, testing, and supervision necessary to complete the requirments for the Bldg 77H tank farm, which is located in the southwest courtyard of Bldg 77H at the Philadelphia Naval Business Center (PNBC), Philadelphia, PA 19112. Major elements of work include the definable features listed below. DEFINABLE FEATURES OF WORK: Work required shall include the following definable features. Exercise tank farm valves; Demolish and remove existing out-of-service level Tank Level Indicators (TLI); Recertification of Tank RVs; General Pump Power and Vibration Checks; Tank Level Measurements (Ultrasonic and Manual), Inspection, and Calibration; Replacement of Pressure gauges; Replacement of Tank Leak Detection Port Ball Valves; and, Leak testing and Inspection of existing Subservice Piping and two (2) Underground Drain Valves. Period of performance is 120 Days after receipt of Notice to Proceed for the base work. Liquidated Damages are applicable. This solicitation is issued as a Request For Quote (RFQ). A Firm Fixed Price type contract will be awarded. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-02 effective 16 March 2023. Summary of Work 1.1 SYNOPSIS: The Contractor shall provide all labor, material, tools, equipment, supplies, testing, and supervision necessary to complete all work described in this Statement of work (SOW) for the Bldg 77H tank farm, which is located in the southwest courtyard of Bldg 77H at the Philadelphia Naval Business Center (PNBC), Philadelphia, PA 19112. In general, the work includes and involves performing general maintenance and repairs in the 77H Tank farm. Major elements of work include the definable features listed in SOW Paragraph 1.2 below. Work generally shall be scheduled during normal business hours, as defined in SOW Section 1.14, with the exception of any outages affecting utility or building systems. Details on working hours are provided in SOW Paragraph 1.14. Some work shall be scheduled such that the tank farm is not in operation while work is completed. 1.2 DEFINABLE FEATURES OF WORK: Work required shall include the following definable features of work further detailed in this Statement of Work and as shown on SOW Attachment 1: 1.2.1 Exercise tank farm valves; 1.2.2 Demolish and remove existing out-of-service level Tank Level Indicators (TLI); 1.2.3 Recertification of Tank RVs; 1.2.4 General Pump Power and Vibration Checks; 1.2.5 Tank Level Measurements (Ultrasonic and Manual), Inspection, and Calibration; 1.2.6 Replacement of Pressure gauges; 1.2.7 Replacement of Tank Leak Detection Port Ball Valves; and, 1.2.8 Leak testing and Inspection of existing Subservice Piping and two (2) Underground Drain Valves. \ 1.3 SITE LOCATION: The work is located on Government-owned property at the Philadelphia Naval Business Center, also known as the Philadelphia Navy Yard. The work is located in the southwest courtyard of Naval Surface Warfare Center Philadelphia Division (NSWCPD) Building 77H having a street address of 901 Admiral Peary Way, Philadelphia, PA 19112. See SOW Attachment 2 for overall site location within PNBC. 1.4 GOVERNMENT TECHNICAL POINT OF CONTACT (TPOC): The TPOC is a representative of the NSWCPD Procuring Contracting Officer (PCO) for this contract and provides technical and administrative assistance related to the subject contract and work. All scheduling and coordination shall be through the NSWCPD TPOC. Site Visit: A site visit will be held at the Philadelphia Naval Business Center on Tuesday, 23 May 2023 at 1000 EDT.
