Description | The work under this contract consists generally of removal and replacement of existing 5KV feeder cable and circuit breaker electrical equipment with associated civil, asbestos abatement, asbestos dust control and related work at Pump Houses 1, 2, 3 and 4 located along the northern edge of Runway 13-31 and the vicinities thereof at LaGuardia Airport, Queens, New York. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. This Contract contains Prerequisites. A. The bidder must be able to demonstrate the following. The bidder may also qualify for 1.) and 2.) below, if the bidder or persons or entities owning and controlling the bidding firm shall have satisfactorily met the requirements of 1.) and 2.) as owning and controlling another firm. 1.) That the bidder has a minimum of ten years construction experience and has completed (or substantially completed) as a prime or general contractor, within the last 15 years, at least two contracts of type, size and complexity comparable to the work of this Contract within an Air Operations Area (AOA). 2.) That the bidder's full-time Project Manager and full-time Superintendent each have a minimum of ten total years of construction experience on contracts comparable in type, size and complexity. The ten total years of construction experience shall include a minimum of five years of construction experience on contracts within an operating airport environment in areas within an active AOA. 3.) That the bidder or the entity performing the electrical work has the following qualifications: a. A minimum of five years working on contracts comparable in type (removal and installation of aeronautical 5KV cables and associated equipment) and complexity (working in taxiways in a staged manner) to the work of this Contract. b. Completed or substantially completed at least two contracts comparable in type and complexity to the work of this Contract. c. The entity's full-time Project Manager shall have a minimum of five years construction experience on contracts comparable in complexity (working in multiple taxiways in a staged manner). d. The entity's full-time Superintendent shall have a minimum of five years construction experience on contracts comparable in type (aeronautical 5KV cables and accessories) and complexity (working in multiple taxiways in a staged manner). A Bid submitted by a bidder who does not meet the prerequisite Qualification Information requirements will be considered non-responsive and the bidder's Bid will not be eligible for acceptance by the Authority. The Port Authority of New York and New Jersey (Port Authority), in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Additionally, all bidders (including proposers, and respondents, as applicable) are notified that the Port Authority will ensure that, with respect to any contract/agreement entered into pursuant to this advertisement, disadvantaged business enterprises, minority business enterprises and woman-owned business enterprises, as applicable, will be afforded full and fair opportunity to submit bids, proposals and responses, as applicable, in response to this invitation, and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
