If the contractor desires to carry on work outside regular hours (Saturdays, Sundays, government holidays), a written request must be submitted to the contracting officer in sufficient time allow satisfactory arrangements to be made by the government for access to the work site and inspection. H-2 FIRE DANGER SEASON If the contracting officer representative (COR) allows the contractor to continue work during periods of declared fire danger or season, the contractor shall comply with all applicable state laws relating to fire prevention and with all special conditions of work as directed by the COR. H-3 DRAWINGS (a) Typical Drawings. Any drawings titled typical are general only and dimensions of each structure will be fixed by the contracting officer to adapt the design to existing conditions at the structure location. (b) Reduced Size Drawings. Any drawings identified as "REDUCED SIZE DRAWINGS" appearing in the solicitation are photographically reduced in size. Accordingly, measurements and dimensions should not be taken or be based on any numerical scales shown. Prospective offerors desiring to review a copy of the full-size drawings may contact the primary contracting office point-of-contact contracting identified in the solicitation. NIFC 405-HGR Fire Safety System Replacement - GAOA21 Work effort includes replacement and upgrade of infrastructure systems both within and serving the 405 Hangar (HGR) on the NIFC Campus. In addition, there will be access control modifications and minor interior demolition and renovations to the existing building. Civil work to accommodate these modifications will occur. All other work is as shown within the contract documents. The building address is 2239 West Robinson Rd., Boise, ID 83705. The building is located on the National Interagency Fire Center (NIFC) campus at 3833 S. Development Ave Boise, ID 83705. General information about the 405-HGR building and project provided below. 1. Construction Period: The total period of performance is 150 days for this work. Construction impacting the interior of buildings shall be limited to 120 days. The anticipated work performance general period is April, 2022 through September, 2022. 2. Building Occupancy: The buildings will be occupied during this construction project. Contractor shall coordinate with the Contracting Officer Representative (COR) a minimum of one week ahead of any work that requires occupant or furniture moves. The government will keep property inside the building until a relocation of property is warranted due to the construction. The building can be scheduled to be unoccupied and with aircraft parked outside for up to thirty (30) days during replacement of the fire alarm system. 3. Site Safety: Contractor shall provide all safety barriers required for contractor and occupant safety. 4. Existing Building Construction: 405-HGR is a pre-engineered insulated steel structure with steel siding and sloped roof with slab on grade. The building was constructed in 1981. There is an addition built on the east side with wood frame, suspended acoustic ceiling, steel roof and siding, with slab on grade. There is another addition built on the north side used for equipment storage. The project also includes work in a modular building to the west named 220 Air Ops and work in an IT room in a building to the northeast named 410A-Information Services (ITS). 5. Security: NIFC is a secure campus site with a controlled security entrance. a. Prior to commencing work, the contractor shall provide a list to the COR containing names for all contractor personnel who will work on the NIFC Page 2 of 2 campus. Any changes to the list shall be provided to the COR a minimum of one day prior to arrival. b. All contractors' personnel shall present an official US Government or State Government issued photo identification at the security gate. ID's will be compared to the contractor's personnel list. c. All the contractors' personnel shall wear NIFC furnished visitor badges in a visible location at all times while on the campus and return the badge at the end of each day, or at the completion of the project. Badge turn-in is at the discretion of the NIFC Security Manager. d. Contractor personnel shall not enter the site more than 30 minutes prior to the start of the scheduled workday and must leave the campus within 30 minutes of the scheduled workday completion. e. The government will provide an escort for the contractor staff when work is being accomplished on the exterior south side of the building which is on an aircraft ramp in a controlled area. 6. COVID-19: Contractor personnel shall comply with government COVID-19 restrictions. Contractors shall always keep a signed attestation form on individuals that indicates their vaccination status. Those who are not fully vaccinated shall provide proof of a negative COVID-19 test result from the past 72 hours. 7. Contractor Area: A lay-down, staging, and contractor-provided portable toilet area will be designated for the project. The physical size of the area required will be coordinated with the government upon award. Contractor shall provide sanitary facilities during the construction period for their employees and subcontractors. 8. Work Hours: Construction work shall be conducted during regular office hours which are 8:00 am to 4:30 pm, Monday through Friday with exceptions for holidays and early releases. Contractor requested work during holidays, early mornings, evenings, nights, and weekends will be considered by the government COR on a case-by-case basis. 9. Pre-Bid Construction Meeting: Refer to solicitation for date, time, & location of the prebid meeting. Attendees to the Pre-bid meeting must meet COVID protocol requirements. *The value for this project is based on a financial range.
