Description

To attend the Pre-Bid Conference, please RSVP by sending an email titled CFMR Drill Floor MMD 23-035 to:dl_procurement_dmil@maryland.gov., include your company's name, phone number and the name of the person that will be attending. An email confirmation will be sent confirming your spot at the conference. All questions or issues pertaining to this solicitation must be submitted to the Procurement Officer via email by March 16, 2023 @ 10:00 AM Local Time The Maryland Military Department provides support to the Army National Guard for the state of Maryland. The support includes providing maintenance to the Readiness Centers for National Guard units. The drill floor located at the Camp Fretterd Military Reservation (CFMR) needs to be repaired and refinished to preserve the life of the floor. The purpose of this project is to repair and refinish the existing cement drill floor. The work to be performed under this Contract consists of furnishing all labor, materials, equipment, and services necessary. The work consists of removing the existing floor finish of approximately 6,700 square feet, and refinishing the drill floor as per the specifications described in the IFB Section 3.2 below. 3.2 Scope of Work - Requirements 3.2.1 General Requirements 3.2.1.1 The Contractor shall verify the exact size of the floor to provide materials and services needed for the drill floor. All dimensions and information given in this IFB are approximate and provided to assist the bidder. It is the Contractor's sole responsibility to familiarize itself thoroughly with the location of the work and the surrounding area as well as the contents listed in this IFB, including verifying all existing conditions and tile depth and floor dimensions prior to bidding and ordering materials. Failure to do so does not relieve the successful bidder from the obligations to comply with all aspects of this solicitation for the amount specified in its Bid Price. 3.2.1.2 The Contractor shall remove approximately 6,700 square feet of existing floor finish. 3.2.1.3 The Contractor shall clean and mechanically prepare the concrete surface with a variable -speed, diamond head, planetary grinder. 3.2.1.4 The Contractor shall prepare the edges of the concrete with diamond tooling (grinders, edgers). 3.2.1.5 The Contractor shall saw-cut out control joints and fill them with fast-set epoxy joint filler. The Contractor shall fill other cracked areas with fast-set epoxy crack filler/spall repair. 3.2.1.6 The Contractor shall make all necessary repairs, which includes damaged and cracked concrete. 3.2.1.7 The Contractor shall grind surfaces up to 200 grit. 3.2.1.8 The Contractor shall apply one (1) coat of pigmented Tennant 100% epoxy primer to ensure a tenacious bond. 3.2.1.9 The Contractor shall apply build coat pigmented Tennant 100% epoxy. 3.2.1.10 The Contractor shall apply topcoat of pigmented Tennant ECO-HTS High Wear Urethane. 3.2.1.11 The Contractor shall at all times keep the premises as clean as possible and free from an accumulation of waste materials and rubbish. At the completion of each day, all rubbish, tools, and surplus materials shall be removed, and the work area left completely clean. 29 MMD - Facilities Maintenance Rev 3/22/2022 3.2.1.12 The Contractor shall at all times protect the walls, doors, and other surfaces from injury by equipment and the materials moving to and from site work. 3.2.1.13 The Contractor shall include the manufacturer's specifications and instructions on all parts of the project to be utilized for refinishing the drill floor. The manufacturer's recommendation shall take precedent over how the project is executed, following both the manufacturer's recommendations and installation instructions for all work specified . 3.2.1.14 The Contractor shall at all times protect the surfaces, walls from staining, mortar, paint and other materials or conditions. 3.2.1.15 All material and debris shall be disposed of by the Contractor and at the Contractor's expense. 3.2.1.16 The Contractor shall be solely responsible for any damage to the building or its contents, or for any loss or damage to any property belonging to the MMD when such loss and damage may be attributable to the Contractor's actions or negligence, or the actions of Contractor's employees or agents. 3.2.1.17 The Contractor shall include a one-year warranty for installation and materials for the existing floor. 3.2.7.18 This Contract shall have a duration of ninety (90) days from the date of award.
