OVERVIEW: The purpose of this ecosystem restoration is to address degraded floodplain connectivity and degraded wetland and channel habitat for species of concern, including fish, amphibians and migrating birds. The proposed project would restore wetland functions and riparian habitat and would improve essential fish habitat for Coho and Chinook salmon, as designated by the National Marine Fisheries Services in accordance with the Magnuson-Stevens Fishery Conservation and Management Act.The proposed project would be consistent with the Sponsors Ballinger Park Master Plan and the Lake Ballinger/McAleer Creek Watershed Forums strategic action plan for flood reduction, and water quality, and habitat improvement in the watershed. The Lake Ballinger/McAleer Creek Watershed Forum is comprised of Snohomish County and the cities of Mountlake Terrace, Edmonds, Lake Forest Park, Lynnwood, and Shoreline. The following are the principal items to be accomplished with this contract: Invasive Plant Removal, Removal of Impervious Surfaces, Armor and Fill Removal, Excavation, Structural Components (Vehicle Crossing/Pedestrian Boardwalk), Utilities, Construction Staging, Site Access and Haul Routes, Primary Design features (Riparian Plantings, Overstory Planting, Channel Construction, Channel Substrate Modification, Large Wood Debris, Creation of Shallow Water Fringe Habitat, Mobilization. The magnitude of construction is estimated to be between $5,000,000 and $10,000,000. The resulting contract will be Firm Fixed Price.
