Description

Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as a request for quotations. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04. The associated North American Industrial Classification System (NAICS) code for this procurement is 561730, with a small business size standard of $8 million. The FSC/PSC is Z1LZ. The Chalmers P. Wylie VA Ambulatory Care Center in Columbus, OH requires annual snow and ice removal services. Statement of Work: Section 1: General 1.1 Scope of Work: The contractor shall provide all labor, materials, travel, vehicles, management, tools, and equipment necessary or incidental to ensure that snow/ice removal services are performed at the Chalmers P. Wylie VA Ambulatory Care Center, Columbus, OH (VA ACC) in a manner that will maintain a satisfactory and safe environment. Services shall include snow hauling (off the facility) and deicing services in accordance with all terms, provisions and conditions defined herein and in the Performance Work Statement (PWS) /Specifications and Conformance Standards. The service will include a base year with four (4) year options. Site visit is strongly recommended before submitting proposal. 1.2 Specific Tasks: The contractor shall remove snow and ice from all paved areas, sidewalks, steps, stairs, landings, entrance ramps, and parking garage as shown in Site Plan. Services shall include but not limited to the following: A. Hauling snow off the facility may be required, if directed by the Contracting Officer's Representative (COR). B. Within one and a half hours from receipt of call, Contractor shall report for duty to VA ACC for snow removal, snow hauling off the facility, and deicing. Failure to report within the time period indicated could result in default action as defined herein. NOTE: The Contractor shall only perform services when first contacted by the COR, or designee. C. Contractor may be contacted for snow removal and deicing in the contracted areas when the snow accumulates one inch (1") or more, or when any ice or slippery conditions exist that could cause a safety hazard. D. Remove snow/deice from parking lots, driveways, wheelchair ramps, docks, steps, sidewalks, etc. and all building entrances, and haul snow off site as shown on Site Plan, and as referenced on the CLIN Price Schedule. E. Snow mound must be at least 10' away from fences. F. As delineated in the Site Plan, Priority 1 sidewalks shall be entirely cleared of snow/ice. Priority 2 sidewalks shall have at minimum a 4-foot wide path that is entirely cleared of snow/ice. G. Unless otherwise authorized by the COR, in regards to deicing, salt shall be used on asphalt and Calcium Chloride shall be used on concrete surfaces. H. Brick-floored picnic areas shall not be cleared of snow/ice. I. Clear and remove snow/ice and deice from around fire hydrants and emergency outside fire exits throughout the facility. J. For parking garage and ramp snow/ice removal, follow the instruction below. o Brush/broom or rubber blade plows permitted on garage decks and ramp. Steel/iron blade plows ARE NOT permitted due to potential to damage expansion joints, traffic markings and deck protective coating. o Equipment used to remove snow MUST HAVE non-marking tires. Tracked equipment IS NOT permitted on garage due to potential to damage decks and ramp. o Snow must be removed from decks and ramp. Snow MAY NOT be mounted on decks and ramps due to structural limits of garage. 1.4 Description of Site: A. VAACC-Columbus has a mixture of driveways, sidewalks, docks, ramps, entrances, parking lots, and parking garage. All of these areas are included in the scope of this contract. B. Areas that will require services include: o approximately 353,000 sq ft of concrete parking areas. o approximately 192,000 sq ft asphalt parking area. o approximately 26,000 sq ft asphalt perimeter road. o approximately 41,000 sq ft concrete perimeter road. o approximately 43,000 sq ft of sidewalks (36,000 sq ft concrete, 7,000 sq ft of asphalt). 1.5 Hours of Operation: The Contractor shall provide snow removal, snow hauling off the facility, and deicing services to ensure that all included areas are free from snow and ice at all operating times of the facility. Operating times are from 6:30am to 7:00pm Monday through Sunday including Federal Holidays. 1.6 Place of Performance: Department of Veterans Affairs Chalmers P. Wylie Ambulatory Care Center (VA ACC), 420 N. James Road, Columbus, OH 43219. Section 2: Definitions & Acronyms 2.1 Definitions: Contractor. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime. Contracting Officer (CO). A person with the authority to enter into, administers, and/or terminates contracts and makes related findings. The Contracting Officer is the only individual who has the authority to contractually bind the Government. The Contracting Officer may designate a Government employee to act as his authorized technical representative. Contracting Officer Representative (COR). The person has been designated as the authorized representative of the Contracting Officer acting within the limits of his/her authority. This individual shall not be authorized to award, agree to, or sign any contract or modification thereto, or in any way to obligate the payment of money by the Government. The COR advises the Contracting Officer on matters relating to this contract, verifies completion of the work, certifies invoices related to completed work, and ensures compliance with all provisions of the contract. The period of performance is October 10, 2022, through October 9, 2023, plus four option years. Commencement of services is thirty (30) days after the issuance of the notice to proceed. Site Visit All quoters interested in attending the scheduled site visit on Monday, August 17, 2022, at 10:00 a.m. shall meet with Can Van. Please call (614) 257-5309 15 minutes prior to arrival for meeting instructions. This is an open-market combined synopsis/solicitation for services as defined herein. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: Questions/Clarifications: In order to maintain integrity, all quoters are advised that any questions/clarifications shall be submitted in written form via email to the Contracting Officer designated in the solicitation and shall be received no later than August 19, 2022. Questions after that date may not be accepted. "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."
