Description

For FMTC Billeting Keyless Entry Certified checks or bid bonds (Power of Attorney is required) payable to The Armory Commission of Alabama in an amount not less than five (5) per cent of the amount of the bid, but in no event more than $10,000.00 per project, must accompany the bidders proposal. Completed Disclosure Statements are preferred to accompany the proposal. Performance and Payment bonds will be required at the signing of the contract. All entities must be registered to do business in the State of Alabama. All bidders bidding in amounts exceeding $50,000.00 must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975. The work package is open to public inspection at the State Military Department, 1720 Cong. W.L. Dickinson Drive, State Property and Disbursing Office, Montgomery, AL 36109. Any prospective bidders other than "official plan holders" must notify, in writing, Armory Commission of Alabama of their intent to bid the project by 2:00 p.m., CDT, Tuesday, September 20, 2022. his project will consist of all plant, labor, material, etc. for the delivery and installation of a radio frequency identification (RFID) keyless entry system (System) at various billeting buildings on Fort McClellan Army National Guard Training Center (FMTC), located in Anniston, Alabama, and more particularly described if this SOW. The Contractor shall provide a fully functional RFID keyless entry system as described below. 1. Location - the System will be installed at some, or all, of the following buildings: a. 1216 b. 1217 c. 1218 d. 1318 e. 1330 f. 1390 g. 1340 h. 1341 i. 1342 j. 1389 k. 2235 l. 2236 m. 2237 n. 2238 o. 2240 p. 1026 q. 2275 r. 2276 s. 2277 2. System Components: a. Exterior Door hardware i. Total of nine (9) exterior doors that each contain all of the following components: 1. Exterior RFID keyless entry control unit. 2. Electrified panic bar devices (mounted at the same height as existing). 3. Satin/brushed silver finish. 4. Internal battery with minimum 3-year life. 5. Latch key with mechanical override 6. All exposed screws shall have security head. 7. All required strike and cover plates. 8. All exposed components will be weather-proof. 9. All exposed components shall be stainless or galvanized steel. b. Interior Door hardware i. Total two hundred ninety-three (293) interior doors that each contain all of the following components: 1. Room locks without keypads (Keypads will NOT be accepted). 2. Internal battery with minimum 3-year life. 3. All exposed screws shall have security head. 4. Latch with mechanical key override. 5. Satin/brushed silver finish. 6. All required electric strikes. 7. All required cover plates. 8. All required magnets. 9. Total of four (4) spare [two (2) each Left hand and two (2) Right hand] room locks. c. Cards i. Provide one thousand five hundred (1,500) RFID cards. d. Front Desk Units i. Provide two (2) complete Front Desk Units, complete to include all of the following: 1. Two (2) Personal Computers, each one complete with all software (to include all necessary licenses) to provide independent encoding. 2. Two (2) separate encoders. 3. Two (2) separate Handheld Programmers. ii. Software requirements 1. Capable of programming and tracking all door entries (online and offline) to include card number, time, date, location and type of entry. 2. Twenty-four (24) hour technical support for one (1) year after Final Acceptance. 3. All software upgrades provided free of charge for one (1) year after Final Acceptance. e. Training i. The Contractor shall provide operator training to Owner's designated personnel. 1. The operator training is required to be video recorded. 2. The Contractor is required to have a sign-in sheet at the operator training. 3. The operator training will be conducted on FMTC, at a location designated by the Owner.
