Description

The City of Newport News (the "City" or "Owner") is seeking bids from qualified firms (the "Bidder" or "Contractor") to furnish the goods and/or services described herein . The purpose of this Invitation for Bid (IFB) is to solicit bids to provide the Lions Bridge Dam Improvements for Mariners' Lake. The Dam Improvement Project will include armoring the entire downstream embankment, rehabilitation of the outfall culvert, and rehabilitation existing low level inlet structure to control the lake level and discharge from the lake. These improvements are necessary in order for the dam to receive a certification of operation and maintenance from the state Department of Conservation and Recreation (DCR), Dam Safety Division. The dam was identified by the Department of Conservation and Recreation (DCR) Dam Safety Division as a Significant Hazard Dam. The City and the Mariners' Museum have been working with a consultant and DCR to develop a design for the rehabilitation of the dam to bring it into compliance with state dam safety regulations. Question Submission Deadline : July 18, 2023, 1:00pm Questions regarding this Invitation for Bid (IFB) must be submitted in writing through the OpenGov Procurement Question/Answer Tab via the City's e-Procurement portal. The Hampton Roads Planning District Commission's Regional Construction Standards, Sixth Edition, June 2016, are hereby referenced and are part of the Bid Documents, except as may be modified by the Owner or by Special Provisions of this Project or as may be shown by bold type for additions and strike-through for deletions. Copies of the Regional Construction Standards may be purchased at the offices of the HRPDC, 723 Woodlake Drive, Chesapeake, VA 23320 (Telephone 757-420-8300) or Executive Tower, Suite 1-C, 2101 Executive Drive, Hampton, VA 23666 (Telephone 757-262-0094). The Bidder shall complete and submit a Bid Surety/Bid Bond: A bidders bond or certified check in the amount of five percent (5%) of the amount bid shall accompany any bid in access of $100,000.00 for the bid to be acceptable. The original copy of the certified check must be delivered to the Office of Purchasing. A copy of the bidders form is included by attachment. Work to be completed in: 365 Days (Substantial), 90 Days (Final) Liquidated Damages: $2,500.00 per calendar day after time for Substantial Completion has expired. $1,250.00 per calendar day after time for Final Completion has expired. Performance Bond: 100% Payment Bond: 100% Bid Security: 5%
