Description | Project No: 19-3677A This project will consist of roadway improvements including roadway widening to add turn lanes, medians, and a roundabout; drainage improvements including concrete and polypropylene pipe and structures; and a multiuse asphalt pathway with short section of timber pile elevated boardwalk with handrail. The above general outline of features of the work does not in any way limit the responsibility of the Contractor to perform all work and furnish all plant, labor, equipment and materials required by the specifications and drawings referred to therein. The attention of the Bidders is directed to the Contract Provisions governing selection and employment of labor. Minimum wage rates for Federal-Aid projects have been predetermined by the Secretary of Labor and are subject to Public Law 87-581 Work Hours Act of 1962, as set forth in the Contract Provisions. The City of Ocean Springs hereby notifies all Bidders that it will affirmatively insure that in any contract entered into pursuant to this Advertisement, Disadvantaged and Womens Business Enterprises will be afforded the full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The award of this contract will be contingent upon the Contractor satisfying the DBE/WBE requirements. The DBE goal is 5%. The Contract Documents are on file and may be examined at the Issuing Office: Brown, Mitchell & Alexander, Inc., 131 Rue Magnolia, Biloxi, MS 39530. Contract Documents may be examined at the Issuing Office, Monday through Thursday (between the hours of 7:30 a.m. and 5:30 p.m.) and Friday (between the hours of 8:00 a.m. and noon). Contract Documents may also be examined at the City Clerk's Office, 1018 Porter Avenue, Ocean Springs, MS 39564. The date that the Contract Documents are transmitted by the Issuing Office will be considered prospective Bidders date of receipt of the Contract Documents. Partial sets of Contract Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Contract Documents, including Addenda, if any, obtained from sources other than the Issuing Office. Each bid shall be accompanied by a Certified Check on a solvent bank or a Bidders Bond issued by a Surety Company licensed to operate in the State of Mississippi, in the amount of five percent (5%) of the total bid price, payable to the City of Ocean Springs, as bid security. Bidders shall also submit a current financial statement, if requested by the City of Ocean Springs. The successful bidder will be required to furnish a Performance Bond and Payment Bond in the amount of 100 hundred percent (100%) of the Contract amount. The proposal and contract documents in its entirety shall be submitted in a sealed envelope and deposited at the City Clerks office, 1018 Porter Avenue, Ocean Springs, MS 39564, prior to the hour and date above designated. No stripped bids will be accepted. When submitting an electronic bid, the bid must be submitted in pdf format and shall contain the same information and forms as required for the paper bids. Electronic bids must be secured with a bid bond. When submitting a bid electronically, the authorized signature shall be an electronic signature or handwritten in blue-ink signature. In the event that an electronically submitted bid has a corrupted attachment, the bid will be considered null and void. When bids are submitted electronically, the requirement for including a certificate of responsibility, or a statement that the bid enclosed does not exceed Fifty Thousand Dollars ($50,000.00), on the exterior of the bid envelope shall be deemed in compliance by including the same information as an attachment with the electronic bid submittal. Work to be performed shall be in accordance with the 2017 Mississippi State Highway Standard Specifications for Road and Bridge Construction, together with all amendments and/or special provisions and/or addenda to the standards duly approved and adopted, unless otherwise noted in these specifications. The attention of the Bidders is directed to the provisions of Subsection 102.07 pertaining to irregular proposals and rejection of bids. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Estimated Range is $3,000,000 - $3,300,000. |
