Description

COMMUNITY DEVELOPMENT PROGRAM FACADE REHABILITATION PROJECT This project involves facade rehabilitation by the removal of the second and third floor window covering(s) and rehabilitation of the existing window area(s) located at 143 North Fourth Street, Steubenville, Ohio. All work will include, but not be limited to compliance with the project plans and specifications as prepared by the project architect and in compliance with all State and local building codes, and the following: All bids will be publicly opened and read aloud at 12:00 noon, on the above date, in the Planning and Zoning Commission Office, 115 South Third Street, Suite 108, Steubenville, Ohio 43952. Each bidder is to have performed a pre-bid inspection to examine existing conditions and all surrounding conditions and protection needed affecting the work to be performed. Attention is called to the fact that no less than the minimum salaries, wages and benefits set forth in the Project Manual must be paid on this project, and that the Contractor must insure that employees and applicants for employment are not discriminated against because of their race, color, creed, sex or national origin. Each bidder must submit a written Affirmative Action Program with his or her bid. The Affirmative Action Program must include fifteen percent (15%) minority workers of the total work force. In addition, the Minority/Women's Business Enterprise Program of the City of Steubenville requires that at least fifteen percent (15%) of the total cost of the project will be allocated to MBE/WBE contractors and subcontractors, or for the purchase of materials from MBE/WBE suppliers. If the above work force breakdown is not enumerated, specified goals and timetables for the employment and training of minority residents of the project area must be included. The Contract for the above construction will be financed with Federal Funds provided through the Community Development Block Grant (CDBG) Program administered by the U.S. Department of Housing and Urban Development (HUD). The owner reserves the right to reject any and/or all bids or to waive informalities in the bidding. The lowest responsive and responsible bid will be determined by the base bid and selected alternate or multiple alternates by the owner (if applicable). The owner reserves the right to accept the base bid only or the base bid plus alternate or the base bid plus a combination of alternates, as determined to be in their best interest. Bids may be held by the owner, for a period not to exceed thirty (30) days from the date of the opening of bids, for the purpose of reviewing the bids and investigating the qualifications of the bidders, prior to awarding of the contract.
