Description | NORTHEAST OHIO REGIONAL SEWER DISTRICT 1580 CPR - COLLECTIONS PLC REPLACEMENT PROJECT Sealed Bids will be received at the office of the Chief Financial Officer of the Northeast Ohio Regional Sewer District (NEORSD) located at 3900 Euclid Avenue, Cleveland, Ohio 44115 until 1:00 P.M. Official Local Time on Tuesday, May 23, 2023, at which time Bids received will be publicly opened and read aloud for the Collections PLC Replacement Project. In general, the work shall consist of furnishing all labor, materials, equipment, and incidentals for construction of the following work: o Perform automation, electrical, demolition, site/civil, and structural work at 151 remote sites in NEORSD's combined sewer collection system. Site types include pump stations, auto regulators, control structures, odor control sites, flow monitoring sites, level monitoring sites, rain gauges, generators, a lab site, industrial monitoring sites, and portable monitoring sites. o Replace existing programmable logic controller (PLC) panels containing Allen- Bradley legacy components with new PLC panels containing ControlLogix and CompactLogix PLC platform components. o Replace existing end-of-life Allen-Bradley legacy components with new control system components with active lifecycle components in existing PLC panels. o Demolish existing PLC panels, controls, instrumentation, hydraulic systems, blowers, and electrical equipment. o Provide new PLC panels containing ControlLogix and CompactLogix PLC platform components. o Replace existing cellular routers. o Provide new cellular routers. o Replace motor protection relays on Medium Voltage starters. o Replace existing battery back-up systems and outdated Uninterruptable Power Supplies (UPS) with new UPS systems. o Replace existing DeviceNet communication networks to soft starters, variable frequency drives (VFDs), and other components with hardwired signals or Ethernet communication networks. o Replace instruments that are in disrepair. o Paint existing steel vent poles. o Replace steel vent poles with HDPE gooseneck vents. o Provide cable, conduit, and electrical systems to support new and modified components. o Provide, terminate, calibrate, test, and commission new instrumentation. o Investigate, field verify, and document existing wiring to/from existing PLC panels. o Coordination with existing NEORSD construction projects. A pre-bid conference has been set for 10:00 A.M. local time on Wednesday, May 10, 2023, at the Environmental and Maintenance Services Center (EMSC) at 4747 East 49th Street, Cleveland, OH 44125 in Conference Room C. The pre-bid conference will include site visits at several select remote sites in NEORSD's wastewater collection system. This meeting has been set in order to provide all potential Bidders an opportunity to discuss with the Owner all aspects of the Contract Documents for the Collections PLC Replacement Project. Any changes, additions and/or deletions resulting from this pre-bid conference will be covered in an addendum to the Contract Documents. Drawings, Specifications and Bid Forms and subsequent addenda will be available for download from a project-specific NEORSD Sharefile site. Prospective bidders will be required to register to obtain a Sharefile account to access these documents. The NEORSD will post the link to the Sharefile site on the NEORSD's Bids website (www.neorsd.org/bids). Prospective bidders are strongly encouraged to frequently monitor the Bids website for project updates and addenda. The NEORSD will not be responsible or liable for project addenda that are not received by the bidder due to incorrect or out-of- date contact information. The NEORSD reserves the right to reject any and all Bids, and to waive any informalities or irregularities in the Bids received. Bidders shall review the Instructions to Bidders and all other Contract Documents prior to submitting a Bid for this project. The Contract will be subject to the NEORSD policies and goals regarding the use of minority and women owned firms (MBE/WBE). This policy is contained in the Contract Specifications. The MBE/WBE goal for this Contract is 15%. The Engineer's Estimate for the Collections PLC Replacement Project is $12,300,000.00.
