Description

Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. The 354th Contracting Squadron is seeking qualification packages and past performance information from firms interested in providing professional architect and engineering services at Eielson AFB, Alaska. The requirement is to provide a conceptual charrette report for the renovation of dorm 2266 (Project No. FTQW20-1024). BACKGROUND: The project calls for a charette report for the full building overhaul of the 4-story (3 above ground and basement) dorm 2266 which was built in 1953 with minimal renovations since. The building is approximately 43,000 SF with 57 rooms for airmen. The three stories above ground level are primarily bedrooms and bathrooms with some miscellaneous use rooms. The basement is primarily day rooms, kitchen space, utilities, and storages. The goal of this charrette is to fully renovate the existing building and site to meet all current codes, standards, and Eielson design guides as well as optimize the building's furnishings in terms of energy efficiency and maintenance. The report will be completed according to the 2024-2028 AFCAMP Business rules. A template given from AFCAMP will be included in the attachments. The building systems that need to be brought up to code are the following, but not limited to: life safety systems, Fire Protection systems, HVAC Systems, Mechanical, Electrical, Plumbing, Structural, Components/Cladding, all Utilities within the building and to connect to the main lines, all systems required by programming thresholds given in SOW, and egress points. Besides the aforementioned systems, the following furnishings and finishes will be repaired by replacement: ceiling finishes, floor finishes, exterior finishes, light fixtures, wall finishes, plumbing fixtures (toilets, showers, sinks), terminal unit fan coils, thermostats, windows, window awnings, cabinets (base and wall), countertops, ceiling fans, doorways (interior and exterior) and hard-wired smoke detectors. Additionally, the comfort and daily activities of Airmen should be taken into account when planning the renovation. The intent of this investigation is to identify all deficiencies in the building/site and bring them up to current codes, UFCs, and modern standards. Currently most hallways and part of the walls are carpet, the intention is to completely get rid of carpet in the building and switch to a more maintenance friendly finish. Currently there are nonutilized/underutilized areas in the building. Part of the Charette and COAs will be to analyze how to better use these areas. Some examples of this are smoke rooms on some of the floors, tub rooms, empty storage areas, and the old dining facility that is attached. Additionally, some of the following services have been noted to be inadequate by the current residents: kitchens, laundry services, lounge areas, storage areas and mailboxes. This is not an extensive list of all issues with the building, it will be up to the A/E to work with the Facility Manager and the Project Manager to schedule site visits and asks questions regarding the building and uses to get an exhaustive list. This is a competitive selection process in which competing offerors' qualifications will be evaluated in accordance with (IAW) FAR Part 36.6 to determine the most highly qualified firms. The Government intends to award one Firm Fixed-Price contract. IAW FAR 36.603(b): To be considered for architect-engineer contracts, a firm must file with the appropriate office or board the Standard Form 330, "Architect-Engineer Qualifications," Part II and when applicable, SF 330, Part I. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this posting; all costs associated with responding will be solely at the interested parties' expense. Failure to respond to this post does not preclude participation in the subsequent technical evaluation so long as a firm's SF 330 is currently on file with the 354th Contracting Squadron. It is the responsibility of potential offerors to monitor this site for additional information pertaining to this requirement. This acquisition will be solicited on an unrestricted basis. The NAICS 541330 (Engineering Services) applies to this acquisition, with a small business size standard of $22.5M. The work to be performed shall include but is not limited to: 1. Attending a pre-investigation meeting. 2. Investigating site conditions, options, etc. and accomplishing an investigation report as well as a planning study to help the Air Force determine whether the facility should be replaced rather than renovated based on project programming requirements of AFI 32-1032. 3. Collecting and reviewing project data and records. 4. Developing design concepts and cost estimates. 5. Submitting a draft investigation report and planning study. 6. Attending a review meeting. 7. Making the revisions requested by the Government. 8. Submitting a final investigation report and planning study report. The scope of the investigation and design shall include the full overhaul of dorm 2266 at Eielson AFB, AK to modernize and bring the building up to all current codes. The Air Force requires complete and functional designs that are appropriate for the sub-arctic environment of interior Alaska and that meet all applicable Federal, State, Local, Industry, U.S. Air Force and Eielson AFB requirements. The investigation report shall be the basis upon which a design would be based. The planning study shall be based on the project programming requirements of AFI 32-1032 and the UFCs referenced by that AFI to help the Government determine if renovation costs are below the threshold that would dictate an economic analysis. Note: The economic analysis will not be the A-E's responsibility. The A-E shall be responsible for all travel and lodging arrangements and expenses involved in the performance of work under this contract. The A-E shall furnish the Air Force with complete and usable products to include: planning documents, investigative reports, study reports, design analyses, project drawings, preliminary equipment layouts, cost estimates, and other documents or requirements as outlined in the Statement of Work (SOW). RESPONSES: All responses to this synopsis must be submitted in accordance with the instructions no later than 23 December 2022, at 2:00 PM Alaska Standard Time.
