YNOPSIS / PRESOLICITATION NOTICE This is a synopsis / pre-solicitation notice prepared in accordance with Federal Acquisition Regulation (FAR) 15, Synopsis and Posting Requirements, following the format as outlined in FAR 5.207, Preparation and Transmittal of Synopsis, and supplemented with additional information. This announcement constitutes only the public announcement of a pre-solicitation notice to provide construction services for work to include but not limited to updating the common areas of buildings 1388 and the vestibule at building 445. This action relates and follows the sources sought posting in SAM.gov, searchable by Notice ID: N63394-22-Q-0022, Building 1388 and 445 Renovations. There is no incumbent for this action. Naval Surface Warfare Center (NSWC), Port Hueneme Division (PHD) anticipates to issue a Request for Proposal (RFP) utilizing FAR Part 15, Contracting by Negotiation, and FAR Part 36, Construction and Architect-Engineer Contracts, with a HUBZone set-aside. The North American Industrial Classification System Code is 238990 - All Other Specialty Trade Contractors and the annual size standard is $16.5M. Contracting Office Address: NSWC PHD 4363 Missile Way Port Hueneme, CA 93043 Place of Performance Address: Port Hueneme, CA 93043 Anticipated Solicitation Type: Request for Proposal Anticipated Contract Type: Firm-Fixed Price Purchase Order Anticipated Duration of Contract Period: 60 Days Anticipated Solicitation Release Date: No sooner than 15 days following this posting. Description of Services: The project is to remove and dispose of existing carpet, blue laminate flooring, thresholds, cove base, and transition strips, throughout the entire corridor and the lobby areas in Building 1388 first and second floor; in the first floor Command Conference Room (CCR) #1116; and at Building 445 in the vestibule area and under the awning at the main entrance carpet throughout the entire first and Second floor lobby and corridor of Building 1388 with Vinyl Flooring (VF), Replace carpet in the CCR with wood laminate flooring; and replace all baseboards/cove base adjacent to all areas where carpet has been replaced with cove base. Remove and replace non-skid safety tape on the stairwell leading from the lobby of 1388. Patch and paint all walls in the first and Second floor lobby, corridor, and stairwell and in the CCR of Building 1388. Replace the existing carpet in building 445 vestibule area and under the awning at the main entrance. Per FAR 36.204, Disclosure of the Magnitude of Construction Projects, the estimated cost is between $250,000 and $500,000. Interested parties are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. This notice does not obligate the Government to award a contract, nor does it obligate the Government to pay for any quotes or proposal preparation costs. The Government is not obligated to issue a solicitation as a result of this notice. No other information is available until issuance of the solicitation. All interested parties must be registered in System for Award Management (SAM) to be eligible for award. Registration information can be found at www.sam.gov. We are anticipating a site visit on or near 17 MAY 2022, more information will be provided upon the positing of the RFP. *The value for this project is based on a financial range.
