ODOT Key : 19840 Federal Aid: ER-C009(077) Project- 08-11-22 Region : 2 PE EA : PE002885 CON EA : CON04588 Columbia County Emergency Culvert Replacements Project on Apiary Rd and Bennet Rd near St. Helens. Estimated Value : ($ 2,000,000 - $ 5,000,000) Completion Time: October 12, 2023. Class of Work: Bridges and Structures. ORDOT - 002 - Columbia County Emergency Culvert Replacements *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. ER-C009(077), 15414, 19840 Columbia County will replace three damaged culverts as a result of a declared emergency event in 2015. The Prospectus was written in 2016, and some ERprojects received key number changes as project were consolidated. The Prospectus indicates a Key Number of 19838 that was updated to 19840 prior to project kickoff. Due to budgetary constraints, Fernhill Road MP5.6 was dropped from this project. Bennett Road MP1.0 (Unnamed tributary to McNulty Creek) - During the December 2015 weather event, the culvert conveyance exceeded capacity and washed out. The metal pipe installed within the existing box culvert is a temporary remedy will be replaced with a concrete box culvert within right of way (R/W). Stormwater treatment is required. Apiary Road MP17.4 (Archibald Creek) - During the December 2015 weather event, the undersized pipes filled up with rocks and sediment, effectively blocking the culvert and causing a temporary dam, which closed the roadway at the beginning of the event. When waters subsided, crews installed a temporary bypass in the roadway prism and higher than the existing culvert elevation to allow flow to pass without overtopping the roadway. The old culvert and temporary bypass will be replaced with a bridge and a reconstructed stream channel within R/W. Stormwater treatment is required. Apiary Road MP12.2 (Unnamed drainage to Nehalem River tributary) - During the December 2015 weather event, a sinkhole developed at the culvert inlet, off the fog line of roadway, creating a void in the road embankment. Large boulders were added on the shoulder and around the culvert inlet to fill the sinkhole. Due to the damage from the weather event, a new pipe will be drilled and pulled through the roadway fill as a permanent replacement for the existing culvert. ODFW has determined that this reach of the ephemeral stream does not provide native fish habitat. Stormwater treatment is required
