Description | The City of Bangor is requesting proposals for landscaping and mulch bed maintenance in the Downtown District for a period of three (3) years. Three (3) one (1) year renewal options are to be contemplated contingent upon mutual agreement of the parties. Administration of the contract will be through the Parks and Recreation Department. Any questions must be directed in writing to bids@bangormaine.gov no later than 4:30 PM, Friday, February 24, 2023. The City will issue a response on or before 4:30 PM, Friday, March 3, 2023. The response will be in the form of an addendum, which will be available on the City's website. Notifications will be sent out at the time of release of all addendum to the appropriate Registered Vendor List. The City of Bangor reserves the right to reject any and all proposals, to waive any informalities or defects in proposals or to accept a higher cost proposal if it is deemed to be in the best interest of the City of Bangor. The City also reserves the right to negotiate with the successful Proposers. All Federal and State taxes must be excluded from the proposal price. A tax exemption certificate for the City of Bangor shall be furnished to the successful Proposer upon request. Each Proposer shall make their Proposal from their own examinations and estimates and shall not hold the City, its agents or employees responsible for any information received from them. All ornamental plant material shall be judiciously pruned in accordance with standards of good practice and in accordance with the intended function of the plant in its present location. Major pruning shall be done at least twice (spring and late summer) during the growing season. Shrubs shall be pruned to maintain desired shape and function as needed to provide a neat, trim appearance. Ground cover shall be trimmed at the edge of hard surfaces, (sidewalks and curbs), trails, and bed areas. Ground covers shall be trimmed to prevent encroachment in to shrubs, trees, utility vaults, irrigation valve boxes, and irrigation heads. Equipment used shall insure proper pruning techniques and that plant material will not be damaged. Twice annually (early spring and late summer) Contractor shall replenish mulch to maintain a depth of no less than two inches in all planting areas and tree wells. Keep mulch at least two inches away from the crown of plants and trees. Mulch shall be a medium bark or other, as directed by the City. All shrubs and ground cover in landscape bed areas shall be fertilized twice a year with a slow release fertilizer. The Downtown Business Partnership annually manages an "Adopt A Bed" program where various mulch beds are adopted and maintained. The successful proposer would not be responsible for these beds. As beds are adopted, bidder will be made aware of locations. The successful Proposer shall maintain a telephone number and messaging service or other method of insuring calls from the City are returned within twenty-four (24) hours. Payment will be made after a properly supported invoice is submitted monthly to the City of Bangor ATTN Parks and Recreation Department, 647 Main Street St., Bangor, ME 04401. Invoice must include the date service is performed, description of services performed and location at which services were performed. The City agrees to pay the successful Proposer the hourly fee specified on the Proposal Form for any additional special work requested by the Contract Administrator. All vehicles, facilities, equipment and property used in the performance of the contract shall be wholly owned or leased by the successful Proposer. Rental agreements, conditional sales contracts, mortgages or other contractual arrangements for financing the purchase of such equipment shall also be allowed, however, all such leasing or rental agreements shall provide that in the event of default of the contract, or of such leasing or |
