Description

for the furnishing of all necessary materials, machinery, equipment, labor, superintendence, and all other services and appurtenances required for FY23-ENG-02 - City of Laredo Landfill, 2022 GCCS Expansion for the City of Laredo, and shall include acknowledgement of any addenda submitted, and all other documents included in said bid call. Said bid shall be marked, FY23-ENG-02 City of Laredo Landfill, 2022 GCCS Expansion The project included in the contract consists of expansion of an existing landfill gas (LFG) collection system, including but not limited to the following: 1. Supply, drilling and completion of 71 vertical LFG extraction wells and installation of 80, 2-inch standard wellheads and 6, 2-inch remote wellheads; 2. Supply, installation, and testing of below-grade LFG header and lateral piping and valves (inside and outside of waste), including connec- tion to proposed vertical LFG extraction wells and existing vertical LFG extraction wells; 3. Supply, installation, and testing of a condensate management system, including supply and installation of condensate forcemain, air supply line and associated valves; fabrication and installation of seven (7) condensate sumps, supply and installation of pumps; and connection to existing condensate management system; 4. Installation of road crossings; 5. Abandonment of existing below-grade LFG lateral piping, decom- missioning of existing blower/flare facility, and salvage compressor, blower, and flare; 6. Installation of a 6-foot chain link fence and gates, placement of a 6-inch-thick layer of aggregate base within a portion of the fenced area, and construction of concrete slabs for the placement of the blower/flare skids, air compressor, and propane tank; 7. Installation and connection of Owner-supplied flare and equipment skids, including electrical hook-up to an existing electrical service; 8. Supply and installation of an air compressor and associated equipment within the flare/blower facility; 9. Relocation and installation of existing onsite propane tank, and supply and installation of propane line, and associated equipment within the blower/flare facility; and 10. Participation in 3-day system start-up and testing and one-day training session for the installed blower/flare. And taken under advisement on Friday, November 11, 2022 at 2:00 A.M. Construction contract time for the project is 168 calendar days. Each proposal and a proposal guaranty must be originals and must be sealed in an envelope plainly marked with the name of the project as shown above, and the name and address of the Bidder. When submitted by mail, this envelope shall be placed in another envelope addressed as indicated in this Notice to Bidders and shall be marked as a bid for the project above referred. Bidders for the construction work must submit a satisfactory cashier's or certified check, or bidder's bond having a minimum Best's Rating A according to Best's Key Rating Guide Latest Edition from a surety duly authorized and licensed in the State of Texas, payable without recourse to the order of the City of Laredo, Texas, in an amount not less than of the total bid based on the bid which check or bond shall be submitted as a guarantee that the bidder will enter into a contract, and execute performance and payment bonds within ten (10) days after Notice of Award of contract is given to him for contracts in excess of $50,000.00. Bids without the required check or original bond will NOT be considered. Further, on federally funded projects only, contractor must comply with the Federal Labor Standards Provision, Davis Bacon Act, Equal Opportunity Clause, Wage Determination and HUD and Ur- ban Development Federal Requirements especially as it regards payrolls and basic records. Only the bids and bid guaranties actually in the hands of the designated official at the time set in this Notice to Bidders shall be considered. Bids submitted by telephone, telegraph, or fax, will not be considered. Bidders are expressly advised to review Section C-3.10 of the General Conditions of the proposed Contract as to the causes which may lead to the disqualification of a bidder and/or the rejection of a bid proposal. Unless all bids are rejected, the Owner agrees to give Notice of Award of Contract to the successful bidder within ninety (90) days of the bid opening. Bidders are expected to inspect the site of the work and inform them- selves regarding all local conditions. Bidders are advised to review the Key Points of Public Rightof-Way Ordinance on Legal Relations and Responsibilities to the Public Division C-7.15.
