Stratton VA Medical Center Project Name: Replace Exterior Signage Project #: 528A7-22-820 Solicitation#: 36C24222B0067 October 20, 2022 RFI #1 Question: I looked through serval of the bid documents for this project, but not sure if I am overlooking the details regarding design, and size of digital display desired Could you please let me know where this may be in the project documents Answer: See attached drawings. Sign A is pedestal mounted, 147 tall, 105 long, 33 wide. LED display is approximately 29 x 87 . The text containing portions of the sign shall be internally illuminated by LED. Sign B and C are pedestal mounted, 93 tall, 56 long, 20 wide. The sign is to be internally illuminated. Sign D is double post and panel, 92 tall, 48 long, 4 wide. The sign is not illuminated and requires reflective letters and graphics. Can you please sent me drawings of signs you need Answer: See attached We would like to have the following clarifications in regards to the Solicitation 36C24222B0067 / 528A8-22-820 REPLACE EXTERIOR SIGNAGE: Can you please provide the sign specs, sizes and as built engineering plans for this project Answer: See attached Are we to match the 4 existing signs for new signs like for like to match VA standards Answer: See Attached Creative Signage Systems as basis of design. Can the VA provide sizes of existing signs Answer: Main Entrance sign is 9 long, 32 wide, 6 6 tall with 30 tall 6x6 metal legs for a total of about 104 . Driveway double post and panel is 76 long, 4 wide, and 62 tall with the panel being 72 wide by 35 tall, on 2x4 metal posts. The building side emergency sign is 76 long, 8 wide, and 70 tall with the 72 long, 24 tall, illuminated panel on 2x6 metal posts. We noticed two signs are to be electronic message centers and two signs to be non-illuminated double post and panels. Please confirm. Answer: The installation includes the following. 1. Sign A: replacing the existing electronic message center with a new sign with an LED display. 2. Sign B: install a new illuminated pedestal sign with new power feed from the existing light pole LP-74. 3. Sign C: replace an existing illuminated double post and panel sign with illuminated pedestal sign. 4. Sign D: replace existing double pole and pane with new unpowered double pole and panel. The deadline for submission of RFIs for this solicitation is October 20, 2022 at 2:00 PM (EST). No questions will be answered after this date/time unless determined to be in the best interest of the Government as determined by the Contracting Officer. THIS NOTICE IS TO INFORM YOU THAT THE SAMUEL S STRATTON VA MEDICAL CENTER, LOCATED AT 113 HOLLAND AVE, ALBANY, NY 12208, INTENDS TO RELEASE AN INVITATION FOR BID NUMBERED 36C24222B0067 WILL BE POSTING A SOLICITATION ON OR ABOUT OCTOBER 14, 2022 FOR THE REPLACEMENT OF THE EXTERIOR ROADWAY SIGNAGE. The Stratton VA Medical Center (VAMC) in Albany, NY is replacing the exterior roadway signage. This contract will cover the demolition and disposal of the 4 existing signs, site preparation, connecting utilities, furnishing and installing signs and supporting systems. To maximize the design s accuracy, the Contractor shall perform a full depth, on-site investigation to fully verify existing conditions. The Contractor shall use VA Signage Design Guide as their primary basis for design/construction. The Contractor shall extensively review Signage document and the rest of this Scope of Work for accuracy and make any appropriate corrections to provide the result, a properly functioning. The Contractor shall comply with all applicable (VA) design manuals, guides and codes for design and construction. The VA has included the most relative VA Design Manuals (Electrical, HVAC, Lighting & Plumbing) & VA s Signage Design Guide for reference. The Period of Performance for the contract shall NOT exceed 90 calendar days. The Contractor/Designer shall submit a shop drawings and submittals for the VA to review. If corrections to the work listed below or documents are required, the Contractor shall contact the VA COR to verify and approve the correction(s). Since only footing designs and shop drawings are required for submission and VA approval, the Contractor/Designer shall conduct meetings with the VA to review their progress. The Contractor shall coordinate with the VA to prepare for demolition/construction. At the start of demolition/Construction s Period of Performance, the Contractor shall support the sign vendor with the removal of the existing. The site construction shall NOT exceed the Period of Performance of 90 calendar days. It is critical for the Contractor to stay on track with the agreed upon construction schedule/performance dates and Period of Performances. Specific work requirements include, but are not limited to the following: Protect all items and finishes to remain. Repair any damage caused by construction to the original state or better. Contractor shall provide professional, full-time on-site supervision of the work. Contractor shall develop a schedule and conduct weekly construction meetings and prepare the meeting minutes. Contractor shall provide all required survey and testing work. Contractor is to provide all required electrical interconnection equipment including circuit protection and grounding equipment. Contractor shall review all shop drawings, submittals and RFIs prior to submitting to VA COR. Once the construction is complete, the Contractor shall provide two fully signed and sealed sets of hard copy as-built drawings to the VAMC for their records and use. Contractor shall also provide CADD files formatted for AutoCAD 2020 and PDF files. All work shall be performed and accomplished according to Albany VAMC s specifications, including General Requirements, Safety and Infection Control requirements. Coordinate all power and other utility shutdowns with the VA COR. Provide the VA COR a minimum 2-week notice. The prime contractor shall be responsible for assuring that all work is coordinated and performed during appropriate hours that will not interfere and/or interrupt the Stratton VA s daily activities. The prime contract shall also assure that all work is performed in strict accordance with the specified period of performance. The Contractor shall remove and replace the light fixtures. The Contractor shall remove and replace the existing Circuit Breaker for System. Miscellaneous Contractor to remove all item required for new installation. Connect sign display to controls and a system appropriate for programming, supervising, and running the sign display. Provide computer, monitor, interconnection, software, and all appropriate licenses for the complete system. Provide 8 hours training on software for 4 VA staff members including but not limited to: Creating graphics Using software intelligent graphics Adjusting display setup. Playing video on the display Connecting computer to display Updating software Display system self testing System trouble shooting The Contractor shall coordinate with VA COR to incorporate remediation measures to correct these deficiencies, repair of damages and necessary work. Roadway closures will not be permitted at any time or for any reason except with the written approval of the VA COR. Perform all work to the specifications & drawings and provide construction period services for the subject project. *The value for this project is based on a financial range.
