Awards are not made at the time of opening RFP. The usual procedure is to prepare a proposal abstract at time of opening. All proposals are subsequently reviewed by the requesting department or activity, which then makes a recommendation for award. This recommendation, with all proposals, goes before the Town Council for final decision. After approval by the Council, purchase orders are issued to the successful bidder. Once bids are publicly opened and read, they are subject to the provisions of the Tennessee Public Records Act (T.C.A. 10-7-501 et seq).
