Description

Single lump sum bid for the Interior Alterations to the existing Media Center and classrooms at the existing Florence M. Gaudineer Middle School in Springfield, NJ. Bids will be received, and a contract will be awarded for a Single Overall Contract for all the work and materials required to complete the work. Scope of Work: Renovate existing school's media center and three classrooms, includes new lighting & power, new HVAC & technology, new doors, new flooring, wall and ceiling finishes and repairs to existing walls and ceilings. New millwork and new marker boards and tack boards, window shades are also included. The existing spaces total +/- 4,565 S.F. The Work includes interior renovations to the existing Media Center. Alteration work in the existing Media Center and three adjacent classrooms includes removal of existing walls, ceilings, floor finishes, mechanical, electrical systems and some built-in furnishings. New work will include new electrical and lighting fixtures, and HVAC systems as shown on the plans. New finishes include flooring, ceiling, and walls, doors, frames and hardware and A/V integration and coordination. It is the sole responsibility of the Bidder to ensure timely receipt of its Bid by the Owner, at the place designated for opening of bids. The Owner assumes no responsibility whatsoever in connection with any defects arising out of the issuance of the Contract Documents or its failure to receive Bids at the time and place required and those which may arise from delay for any reason in obtaining the Contract Documents or in the submission of a Bid, including, but not limited to, delays or failures of receipt caused by traffic delay, errors by messengers, mis-labeling, mis-direction from any source including the Owner's personnel, mis-delivery by common carrier, or any other reason. Due to the special nature of the work involved that can only be seen by an in-depth visitation, the attendance of all the bidders is requested and STRONGLY ENCOURGED as an integral and important element of the bidding process so that all bidders have an equal understanding of the scope of work involved. Bidding documents may be examined between 9 am and 4 pm at the office of the Architect, DIGroupArchitecture, LLC, 15 Bethany Street, New Brunswick, NJ 08901. All inquiries shall be made directly to the Architect at 732-249-6242. 5. Bidders must be pre-qualified by the New Jersey Schools Development Authority ("NJSDA") as stated in the Contract Documents, prior to the date bids are received. 6. Bids must be made on the proposal forms in the manner designated, enclosed in a sealed envelope bearing the name and address of the bidder and proposal identification on outside and must be accompanied by a Certified Check, Cashier's Check or Bid Bond drawn to the order of the Springfield Board of Education for not less than ten percent (10%) of the amount of the bid, but in no case in excess of $20,000.00; and must be delivered to the Board Secretary of the School District, or a designated representative at the above place on or before the hour named. The Board of Education and Architect assume no responsibility for bids mailed or misdirected in delivery. 7. If the bid exceeds $20,000.00 bidder must be pre-qualified by the New Jersey Division of Property Management and Construction (DPMC), prior to the date that the bids are received. Any bid submitted under the terms of New Jersey statutes not including a copy of a valid and active prequalification/ classification certificate may be rejected as being non-responsive to bid requirements. 8. No bid may be withdrawn for a period of sixty (60) days after the date set for the opening thereof. 9. The right is reserved to reject any or all bids or to waive informally in the bidding if it is in the interest of the Board of Education to do so. 10. Bidding shall be in conformance with the applicable requirements of N.J.S.A. 18A:18A-1 et. seq., pertaining to the "Public School Contracts Law". 11. Bidders are required to comply with the Mandatory Affirmative Action requirements of N.J.S.A. 10:5-31 et. seq. and N.J.A.C. 17:27, executive order 11246 regarding equal employment opportunity, in Chapter 33, Laws of 1977, regarding disclosures of partners and stockholders. 12. Pursuant to P.L. 1999 Chapter 238, the Public Works Contractor Registration Act effective April 11, 2000, a contractor performing public work is required to be registered with the Department of Labor for work subject to the New Jersey Prevailing Wage Act (N.J.S.A 35:11-56.25 et. seq.). Contractors bidding are required to submit copies of their certificate of registration, as well as copies of each of their subcontractor's certificates with their bid. Any subcontractor utilized by the subcontractor will have to be registered and validations will be the responsibility of the State. 13. Within ten (10) days the successful bidder will be required to furnish and pay for a satisfactory Performance and Payment Bond or Bonds in the amount equal to the bid submitted. 14. Attention of the bidders is called particularly to the requirements of the conditions of employment and to the minimum Prevailing Wage Rates to be paid under the contract as stated in the Instructions to Bidders, the General Conditions of the Contract for Construction, and in the Supplementary General Conditions. 15. This notice is to be construed in accordance with the Public-School Contracts Law, N.J.S.A. 18A:18A-1 et. seq. and in the event of any inconsistency, the cited Statute shall control.
