Description

The City of Mequon is finalizing the design for roadway and streetscape improvements of the Connecting Highway portion of Mequon Road (WI-167) from North Buntrock Avenue to North Cedarburg Road. The project is in Sections 22-23 and 26-27, T9N R21E in Ozaukee County, Wisconsin. Included in the project is roadway narrowing, traffic signal installation and replacement, median and street light improvements and replacements, and improvements to both the Ozaukee Interurban Trail (OIT) crossing and streetscape along Mequon Road through the project corridor. While approximate, it is anticipated that major scope items include, but are not limited to: Common Excavation: 2,000 CY Removals: 6,650 SY HMA Pavement: 580 TON Concrete Pavement: 3,600 SY Base Aggregate Dense: 2,800 TON Concrete Curb & Gutter: 3,950 LF Sidewalk: 7,800 SF Pavement Markings: 6,800 LF Streetscaping (Trees, Plantings, etc.) 1 LS Traffic Signals (Two Intersections) 1 LS Project manuals will be available in early December and will be noticed through a standard Class 2 notice. As noted, for any contractor who placed a request for bid documents, bid documents will be distributed upon availability. Additional bidders may request bid documents as indicated in the Class 2 notice. Sealed bids will be received in early January, in the Engineering Division at Mequon City Hall, at which time all bids will be publicly opened and read aloud. The exact date of the bids will be included in the Class 2 notice. A pre-bid conference may be offered to potential bidders. If offered, attendance of this meeting is strongly encouraged as the lack of information resulting from failure to attend this meeting does not relieve the bidder of any obligations pertaining to their bid, or to the execution of the contract shall it be awarded to said bidder. Notice of a pre-bid meeting will be included in the Class 2 notice. Construction timelines will be defined in the bid documents, but are generally anticipated to begin in spring of 2023, with substantial completion in fall of 2023 and final completion in spring of 2024. Contractual dates will be defined in the Class 2 notice and bid documents. QUALIFICATION STATEMENT: In accordance with Wis. Stat. 66.0901(2), bidders shall be required to submit a statement of financial ability, equipment, and experience in the work prescribed. This Qualification Statement shall be submitted to the office of the Engineer no less than five days prior to the opening of bids. Failure to submit a qualification statement at least five days prior to bid opening will result in the rejection of the bid. Qualification Statement forms can be obtained at the office of the City Engineer. An evaluation of qualification statements will be made by the Engineer who will provide a recommendation to the Common Council prior to award. Those firms whose qualifications are found to be unacceptable shall be disqualified from consideration of award. BID SECURITY: A certified check, or satisfactory Bid Bond payable to the City of Mequon in the amount of not less than five (5%) percent of the bid shall accompany each Bid as guarantee that if the Bid is accepted the bidder will execute and file the Contract Performance Bond and Insurance Certificate as required by this contract within ten (10) calendar days after Notice of Award of the Contract by the City. The Method of Contractor Selection has not been determined at this time.
