Description | Shelter Rehab Project - Water Heater Replacement. Question Deadline 11/11/2022 at 12:00 PM ET Family Service Association of Bucks County will be accepting sealed bids online for project #B-22-07. The bidder is specifically advised that the project is receiving Community Development Block Grant (CDBG) funds pursuant to the Housing and Community Development Act of 1974, as amended. Consistent with other Federal programs, CDBG requires various Federal laws, regulations and guidelines the successful bidder and their Subcontractors must comply with including but not limited to: Title VII of the Civil Rights Act of 1964 and Executive Order 11246; 29 CFR Parts 1, 3, 5, 6 and 7 Davis-Bacon Act; 40 U.S.C. 327-333 Contract Work Hours and Safety Standards Act; 24 CFR Part 75. The entire project is subject to Federal prevailing wages. The work to be performed under this Agreement is a project assisted under a program providing direct Federal financial assistance from HUD and its subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended (12 U.S.C. 1702). Section 3 requires that to the greatest extent feasible opportunities for training and employment be given to low-and very low-income residents of the project area, and that contracts for work in connection with the project be awarded to business concerns that provide economic opportunities for low- and very low-income persons residing in the metropolitan area in which the project is located. Bidders should not submit their bids until 10 days prior to the bid opening date, November 13, 2022. With the understanding that the Davis Bacon Wage Determination modification posted herein was in effect as of the posting date, and that this determination must be checked for an update before submitting a bid; the latest modification within 10 days of bid opening must be used. Bidder is to submit an itemized estimate, on company letterhead to serve as the bid form. This Bid requires a performance bond of 100% of the bid amount, a cashier's check for the same amount is acceptable in lieu of the bond. Davis Bacon Wages apply, please refer to the Wage Determination attachment supplied on PennBid. These wage determinations must be used for all work completed on this project and included in your bid. Certified Payroll printouts must be submitted to the Housing and Community Development, Bucks County office at the end of each pay period following the project start date. All applicable supporting documentation is also due with each payroll submission. The successful bidder is required to submit a performance bond in the amount of 100% of the amount of the contract within 20 days after the contract is awarded. In accordance with 24 CFR 24, no award of federal funds may be made to debarred or suspended applicants, or those proposed to be debarred or suspended from doing business with the Federal Government. Award of the Contract, if a contract be awarded, will be to the lowest responsible bidder, but Family Service reserves the right to reject any or all bids and to waive any informalities. To ensure this project meets allocated funding cost, the contract may be awarded by individual project and not by individual bidder. Prior to awarding the Contract, bids may be held by Family Service for a period not to exceed sixty(60) days from the date of the bid opening for the purpose of reviewing the bids and investigating the qualifications All construction shall be in conformance with the appropriate municipal codes, regulations, ordinances and standards.
