Description | Questions or clarification may be directed to Superintendent, Dr. Courtney Castelli at 618-233-6863 or by email ccastelli@sccsd130.com Any contact of the Board of Education members during the RFP process and consideration of responding firms without approval of the Superintendent, Dr. Courtney Castelli, will be grounds for immediately disqualification of the firm. District reserves the right to reject any or all submissions, wholly or in part, to negotiate with any or all responsible submitters, and to waive any formality or irregularity in the Request for Proposal, to call for new submissions, to negotiate with any company providing a submission, to enter into agreement with the ESCO, and to accept the proposal that the District, in its sole discretion determines is in the best interest of the District, even though it may not be the lowest bid or proposal. Submitters shall be responsible for any and all expenses that they may incur in preparing qualifications. The District is interested in contracting for a full range of energy and water service and energy- related capital improvements at the Smithton Elementary School (hereinafter referred to as project). These services and improvements are to be delivered on a performance contracting basis with guaranteed savings in fully accordance and compliance with the provisions of School Code Article 19b, 105 ILCS 5/19b. The District's objective in issuing this Request for Proposals is to provide a competitive means in which to select a single provider to fulfill all aspects of this project. The District is interested in developing an infrastructure master plan and the Board may elect to implement further improvement measures in phases pursuant to the final contract. The work to be included in the contract may include upgrades to or replacement of equipment included in, but would not be limited to, the following systems: roofing, building envelope, infrastructure, windows, abatement, doors, insulation, weather stripping, caulking, security, flooring and sidewalks, electrical, lighting, heating, air conditioning, building automation, temperature control, construction and facility management, bathroom renovations including domestic water and sewer, energy recovery systems, or other energy conserving measures developed by the ESCO that provides long term operating cost reductions. |
