Description

The project consists of constructing a new High School facility in Hernando for Desoto County Schools. The project includes. A single story 209,000 sf building containing classrooms, administrative offices, kitchen/cafeteria, library, band hall/choir rooms, performing arts room, athletic facilities and a gymnasium. 17 separate auxiliary structures (approximately 28,000 sf) which includes ticket booths, locker/workout facilities, concession/toilet buildings, storage buildings, and ball field dugouts. Athletic facilities which include a football field, baseball field, softball field, track and field, tennis courts and practice fields. Approximately 85 acres of site work which includes grading, drainage, retention, erosion control, utility work, landscaping, and irrigation. Project Location: 1200 McIngvale Rd North, Hernando, MS 38632 Owner: Desoto County School District, 5 East South Street, Hernando, MS 38632. Should a bidder find discrepancies in or omissions from the plans and specifications or be in doubt as to their written meaning, he should immediately notify the Architect in writing. The Architect will then send a written instruction or interpretation to all known holders of the documents if deemed appropriate by the Architect. Neither the Owner nor the Architect will be responsible for nor bound by any oral instructions or for a bidder's failure to make inquiry. Proposals shall be submitted on proposal forms provided with the specifications and must be accompanied by Proposal Security in the form of Certified Check or acceptable Bid Bond in the amount equal to at least five percent (5%) of the Base Bid: such security to be forfeited as liquidated damages, not penalty, by any bidder who fails to carry out the terms of the proposal, execute contract and post Performance Bond in the form and amount within the time specified. The Bid Bond, if used, shall be payable to the Owner. Bids on the Project must be received on or before the period scheduled for the project and no bid withdrawn after the scheduled closing time for the project for a period of forty-five (45) days. All bids submitted in excess of $50,000.00 by a Prime or Subcontractor to do any erection, building, construction, repair, maintenance, or related work must comply with the Mississippi Contractors Act of 1985, by securing a Certificate of Responsibility from the State Board of Contractors. All contractors shall submit a completed A305 "Contractors Qualification Statement" along with the A305 exhibits A through E which will be also be used to evaluate the lowest and best bid. Given this project's size, schedule and complexity, the District will evaluate the each Contractor's financials, experience, amount of work currently under contract, record of completing projects on time and on budget, and the staff to be dedicated by Contractor for the project. Accordingly, the District will review the following which shall be provided by each Contractor along with the bids submitted. 1. Experience/Capabilities- will review relevant project experience for similar size and complexity and history of completing projects on time and on budget. Client and Architect references are requested. 2. Workload/Finances- will review current workload of projects currently under construction and resources available or already committed. Will review total capacity of work for past and current projects under contract. 3. Staff/Office Management - will review current staff size, experience and availability of staff, identifying qualified staff that will be working on this project. Will review how the office utilizes BIM, project management software, etc. 4. Safety - will review safety approach to complex and large projects 5. Litigation History -will review any and all lawsuits or litigation involving contractor in the last 5 years. The Owner reserves the right to reject any and all bids on any or all projects and to waive informalities.
