Description | The Owner reserves the right to reject any and all bids, to waive technical irregularities, and to award the contract to the Bidder whose bid it deems to be in the best interest of the Owner. A contractor or subcontractor that submits a bid regardless of the contract amount must be licensed and registered, and cannot be debarred. For any contracts $60,000 and over the contractor or subcontractor must be current with annual Labor Enforcement Fund payments. HUD or its designee shall upon its own action or upon written request of an authorized representative of the Department of Labor withhold or cause to be withheld from the contractor under this contract or any other Federal contract with the same prime contractor, or any other Federally-assisted contract subject to Davis-Bacon prevailing wage requirements, which is held by the same prime contractor so much of the accrued payments or advances as may be considered necessary to pay laborers and mechanics, including apprentices, trainees and helpers required by the contract The construction scope includes but is not limited to the installation of open gate trench to improve drainage, reconstruction of the existing roadway by removal of the existing asphalt surfacing and extraction to existing sub-grade elevation, installation of geo-grid and approximately 6" of base course and 2 ½" of asphalt, new ADA ramps at the intersections where feasible, new drive pads, sidewalk improvements, and signing and stripping. Deteriorated and noncompliant sidewalks will be replaced, and ADA accessible ramps will be provided at intersections with adjacent streets. Bid security in an amount equal to at least five percent (5%) of the amount of the Bid shall be a bond provided by a surety company authorized to do business in this state, or the equivalent in cash, a cashier's check, or otherwise supplied in a form satisfactory to the Owner A 100% performance bond and a 100% payment and materials bond executed by a surety company authorized to do business in this state and said surety to be approved in federal circular 570 as published by the United States treasury department shall be required from the successful Bidder. |
