Description | As of January 19, 2023, this project has not yet been awarded. The project is expected to be awarded on February 6, 2023. The Work will consist of replacing a pile cap and miscellaneous minor repairs to the pier. A bid alternate is set up, and if awarded, will consist of removing riprap and other foreign materials from a location north of the existing pier. All Bids must be on blank forms provided in the Specifications and submitted in its entirety. A cashier's check drawn on an Alabama bank or a Bidder's bond, payable to City of Daphne, Alabama, for an amount not less than five percent (5%) of the amount bid, but in no event more than ten thousand dollars ($10,000), shall be filed with the Bid. The Bidder's bond shall be prepared on the form specified and signed by a bonding company authorized to do business in the State of Alabama. Forty-five (45) calendar days will be allowed for the completion of the Project. A performance bond in the form and terms approved by the City in an amount not less than the contract price will be required at the signing of the Agreement. A labor and materials bond in the form and terms approved by the City in an amount not less than the Contract Price insuring payment for all labor and materials shall also be required at the signing of the Agreement. In addition, the Contractor must furnish to the City at the time of the signing of the Agreement a certificate of insurance coverage as provided in the Contract Documents. The City reserves the right to reject any and/or all Bids and to waive informalities and to furnish any item of material or work to change the amount of the Contract Price. Liquidated damages for non-completion of the Work within the Contract Times will be assessed in accordance with the terms of the Contract. The Engineer for the Project is Neel-Schaffer, Inc. The Issuing Office for the Bidding Documents is 851 Esat I-65 Service Road South Suite 1000 Mobile, Alabama 36606. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 a.m. - 5:00 p.m. and may obtain copies of the Bidding Documents from the Issuing Office as described below. Contact Jodie Seagle to request a set. No Specifications will be issued to potential Bidders later than twenty-four (24) hours prior to the scheduled bid opening. No questions from potential Bidders will be answered through addendum later than fortyeight (48) hours prior to the scheduled bid opening. Bids are invited from all qualified respondents. The City is an Equal Opportunity Employer. All minority business enterprises (MBE) and disadvantaged business enterprises (DBE) will be taken into consideration. No Bids will be considered unless the Bidder, whether resident or non-resident of Alabama, is properly qualified to submit a Bid for this Project in accordance with all applicable laws of the State of Alabama. This shall include evidence of holding a current license from the State Licensing Board for General Contractors, as required by Chapter 8, Title 34 of the Code of Alabama (1975). In addition, non-residents of the State, if a corporation, shall show evidence of having qualified with the Secretary of State to do business in the State of Alabama. A copy of required State of Alabama license shall be included in the bid submittal. In evaluating Bidders, the City will consider the qualifications of Bidders and may consider the qualifications and experience of Subcontractors, Suppliers, and other individuals or entities proposed for those portions of the Work for which the identity of Subcontractors, Suppliers, and other individuals or entities must be submitted as may be provided in the Supplementary Conditions. The City may conduct such investigations as the City deems necessary to establish the responsibility, qualifications, and financial ability of Bidders, proposed Subcontractors, Suppliers, individuals, or entities proposed for those portions of the Work in accordance with the Contract Documents. The City may disqualify Bidders that have had prior demands placed on a bid bond, payment bond, or performance bond within the last five (5) years prior to the date of this Bid submission. The City may disqualify Bidders that have prior or existing litigation arising from allegations regarding the quality of work performed on any contract within the last five (5) years prior to the date of this Bid submission. No Bid shall be withdrawn for a period of sixty (60) days subsequent to the opening of Bids without the consent of the City Council of City of Daphne, Alabama. |
