Description

Any bidders interested in the full documents for this project must contact the official source and sign an NDA due to security purposes. County has conducted a prequalified selection process for determining General Contractors that are considered qualified to bid. The following General Contractors are determined as qualified and permissible to bid said project Bernards Construction Broward Builders Roebbelen Contracting, Inc. SJ Amoroso Sletten Construction Stronghold Engineering Turner Construction The proposed work for the project consists of constructing a new single story 109,302 SF Jail Facility with 332 beds, central control, housing support and program rooms, medical clinic, food and laundry services, intake, jail administrative offices, lobby/public visitation area, and vehicle sally port. Site Improvements include but are not limited to a paved entrance, parking lots, rough and fine grading, planters/seat walls, walkways, utilities, landscaping, secure fencing and site furnishings. The project is partially funded through state Lease Revenue Bond Financing and has two separate, and very distinct, funding sources; SB863 & SB864. The California State SB844 funding award is responsible for 76 beds, central control, housing support and program rooms, the medical clinic, food and laundry services, intake, jail administrative offices, the lobby/public visitation area, the vehicle sally port as well as all of the site work. The California State SB863 funding award is responsible for 256 beds, housing support and program rooms. For additional clarification, please refer to drawings for graphical illustration of funding areas and Bid Form which provides separate allocation of costs to accommodate conditions of these funding requirements. In addition, project also includes required Offsite Improvements for the project which are included within the documents as separate drawings for tracking purposes and consists of installation of a traffic signal and improvements to the road to the main entry of the Jail Facility. The Offsite Improvements are not inclusive or part of the state Lease Revenue Bond Financing and funded by Napa County. The entire scope is considered a singular construction project and only separated for tracking of State reimbursements. Last Day to Submit Questions September 9, 2022 Last Date for Issuing Addendums September 16, 2022 Contractors License Required: The County will not consider or accept any bids from contractors who are not licensed to do business in the State of California and are not in possession of a current Class B contractor's license. If the license classification specified herein above is that of a "General Building Contractor" as defined in Section 7057(a) of the Business and Professions Code, the specialty contractor awarded the Contract shall itself construct a majority of the Work in accordance with the provisions of the Business and Professions Code. The County reserves the right to reject any or all bids or to waive any irregularities in any bid. If this contract is awarded, the Notice of Award shall be issued to the lowest responsible bidder within sixty (60) days following the bid opening. Unless otherwise required by law, no bidder may withdraw their bid for a period of 60 days after the date the bids are opened. Retained security will be returned 60 days after the bids are opened or immediately in case all bids are rejected.
