Description

A site selection study has been completed for the location of a purpose-built multimodal transit facility in Bullhead City. The City has authorized moving forward with the engineering and design phase of the project and hopes to complete and be shovel ready for constructions by Fall/Winter 2023. A facility was identified as a need for the organization back in the 2014 Short Range Transit Plan to bring dedicated transit resources with modern amenities to a heavily transit reliant rural area of the state. The project will include an administrative building for transit operations that accommodates a passenger waiting area, a fleet mechanic shop for performing vehicle services, and covered bus parking area. The City is seeking a Contractor to complete preliminary and final design for the construction of the facility as well as assistance with resulting bid specifications for construction solicitation and construction management. The Contractor is to provide engineering services to the City that include, but are not limited to, the following: Structural Design Services, Financial Management, Materials and Services Procurement, Recordkeeping, Environmental Review, Record Equal Employment Opportunity requirements, Labor Standards Monitoring, and Contract Close-Out. The Contractor shall, in consultation with the City, make recommendations on the following: The size of facilities needed based upon the growth patterns of the community. Parking requirements. Landscaping needs for the complex. Street access, noise control and traffic. Energy Saving/Green options as applicable. The Contractor is to provide planning/architectural services to complete Preliminary and Final Designs (collectively Design) for the proposed Facility. The goal of the Preliminary Design is to define a facility construction program that identifies physical relationships of the buildings on the site to one another. It is expected that the Contractor will work closely with City representatives from City departments. The selected Contractor will report to the Transit Manager. The Contractor is to plan on participating in a minimum of five (5) team meetings and one (1) public forum. The Contractor will assist the City to facilitate one publicly held forum to inform the community and solicit input for the Preliminary Design. Contractor will provide any necessary visual aids and written materials that summarizes the proposed Preliminary Design and will be available to give an oral presentation and answer any questions from the public. The schedule for completion of the required tasks related to Phase 1 of the Preliminary Design is estimated to be 30 days from the issuance of the notice-to-proceed. Phase 2 required tasks shall be completed 60 days after completion of Phase 1. Phase 3 required tasks shall be completed 60 days after completion of Phase 2. Phase 1 of the Design will require the Contractor to produce the Preliminary Design. During Phase 1, the City will establish a Design Coordinating Committee which will meet with the contractor during the team meetings. The Contractor will be expected to facilitate consensus decision-making. Phase 2 of the process will result in the Contractor producing a Final Design, incorporating all changes approved by the City after review and public comment of the Preliminary Design. Phase 3 of the process will result in development of all construction drawings. The Contractor is to provide planning and conceptual design, block diagrams for building layouts with particular emphasis on functional relationships, and site development including a utility layout, vehicular and pedestrian pathways, providing efficient and safe circulation to and throughout the Facility. The design will include pedestrian linkages (bikeways, pathways, sidewalks, and trails), vehicular corridors, and accessible public parking and opportunities for public transportation services. Within the Facility the Contractor should incorporate unique and unifying urban design elements, not only for the structures defined but also for transit shelters, bicycle facilities, sidewalk enhancements, traffic signals and street lights and intersection and 3 crosswalk details, as well as possible integration of design elements with adjacent park. In addition, the City is very proud of its partnerships with private enterprises and will continue these efforts. The Contractor shall be experienced in mixed use and reference its ability to encourage public-private partnerships whenever possible. The Contractor may also be asked to make a presentation to City Council and/or Transit Commission and will make monthly progress reports to the Citys project management consultant. Protests must contain at a minimum, the name, address and telephone number of the protester; the signature of the protester or its representative and evidence of authority to sign; a detailed statement of the legal and factual grounds of the protest including copies of relevant data; and the form of relief requested. Within three (3) business days of receipt, and after consultation with legal counsel, or others, the City will respond to the protest. The City of Bullhead City reserves the right to reject any or all submissions; to waive irregularities of information in any submission to re-advertise the solicitation; and/or to take any steps determined prudent in order to resolve the protest. The method of contractor selection has not been determined at this time.
