Description

The County of Loudoun, Virginia (County) and the Metropolitan Washington Council of Governments (COG), is issuing a Request for Information (RFI) to obtain information from interested firms and vendors that specialize in the implementation of alternative energy projects for greenhouse gas (GHGs) emissions reductions. This is not a solicitation for proposals and no contract shall be awarded from this notice. The RFI will address the County's desire to incorporate green hydrogen and landfill gas from the County's landfill to reduce the County's GHGs while aligning with the following topic areas from the County's Energy Strategy: A. "Renewable Energy Sources" which includes energy sustainability, such as clean and renewable energy usage (e.g., developing green hydrogen production facilities). The goal is to facilitate clean energy development in the County and identify barriers to on-site renewables access for communities. B. "Government by Example," which includes programs to enhance the sustainability of the County government operations at its landfill, administrative vehicle fleet and day-to-day building operations (e.g., utilizing the County's landfill gas that is currently being flared, etc.). C. "Community Action", which includes public engagement in environmental and sustainability initiatives (e.g., providing alternative renewable fuels like hydrogen for diesel generators that are used for back-up power generators) by reducing transportation emissions as well as residential and commercial building emissions and energy usage in the larger community. The County is working closely with community stakeholders to develop actions for strategies and to understand how the County can prioritize energy equity and provide education and public outreach in support of these strategies. This RFI is for planning purposes only and is not a Request for Quote (RFQ), Request for Proposal (RFP), Invitation for Bid (IFB) or an obligation on the part of the County to acquire any services. Responses to this RFI are not offers and can/will not be accepted by the County to form a binding contract. The County reserves the right to determine how it should proceed as a result of this notice. Furthermore, those who respond to this RFI should not anticipate feedback with regard to their submission. The County will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding firms' expense. The information provided in this RFI is subject to change and is not binding on the County. The County will review the responses to the RFI and determine if a formal Request for Proposal (RFP) will be issued The method of Contractor Selection has not been Determined at this time
