Contractor Awarded Name: ADVANCED AMERICAN CONSTRUCTION, INC. Contractor Awarded Address: Portland, OR 97231-1115 USA Base and All Options Value (Total Contract Value): $22,227,000.00 UPDATE *** "Site visit is confirmed for 10/25. On site crews have warned of pockets of ice in some valleys of access roads requiring slow driving at points of Forest Road 25 and 99. Proceed with caution." Goals for minority participation for each trade 3.8% Goals for female participation for each trade 6.9% UPDATE: Site visit is scheduled for 10/25. There is risk for inclement (rain/snow) weather at this elevation starting on Friday 10/21, and since the roads at these locations are not plowed, there is a chance the 10/25 site visit may be cancelled or postponed. USACE will keep an eye on the weather and road conditions and update the prospective bidders on Monday 10/24 as to the status of the 10/25 visit. REMINDER TO PROSPECTIVE BIDDERS: Access to Windy Ridge Parking area is open to the public, including this week with good weather conditions. There is no driving access on the 99 Road Extension except during the official 10/25 site visit. Prospective Bidders are only allowed to walk on the 99 Road Extension from Fridays at 12:00 pm through Mondays at 6:00 am. For the Windy Ridge Parking Area, a Northwest Forest Pass ($5 daily or $30 annual) is required. Additionally, the public is allowed to hike to the pumice plain from Johnston Ridge Observatory (JRO), which provides access to much of the project extents. For JRO, there is an $8 entrance fee to the Observatory, or is free to holders of a federal interagency recreation pass. Stay on trails whenever possible. Avoid researcher plots that are designated on solicitation maps and are marked with rebar and plastic piping. SYNOPSIS The U.S. Army Corps of Engineer (USACE) Portland District intends to solicit construction firms who are interested in submitting a competitive firm-fixed-price proposal for this project. This PRESOLICITATION announcement is for the construction/modification of the Spirit Lake Gate Replacement located at Spirit Lake, in Klickitat County, WA. Project Scope: The multifaceted project focuses primarily on Spirit Lake's drainage issues. Re-establishing the road from Windy Ridge to the south shore of the lake would allow access the area to make it easier to replace the aging intake gate. The proposed access road would be built along an old road used by the U.S. Army Corps of Engineers in the early 1980s that generally tracks along the Truman Trail Spirit Lake Gate Replacement will include to the following items: o A temporary access road. o A lake-side barge loading facility consisting of an earthen ramp, and a staging area o Mechanical Dredging from barges or floating work platforms o Construction of and working behind a cofferdam o Replacement of inlet gate, design of slide gate, hydraulic steel structures o Concrete repair to Headwall Acquisition Strategy: The solicitation will be a Request for Proposals (RFP). The contract will be awarded using the provisions of FAR 15 utilizing "Best Value/Trade-Off Analysis" procedures. Based on the Best Value/Trade-Off Analysis, the Government expects award will be made to the Offeror proposing a combination of technical, past performance, and cost factors, which offer the best value to the Government. This acquisition will result in a single fixed-price contract. Attachments: Attached are the Draft Specifications for information and planning purposes only; they are subject to change. Final Specifications and Drawings will be released with the Solicitation. Site Visit: The site visit will be held on the below scheduled date regardless of the date the solicitation is issued (this may be prior to the solicitation being released). No other organized site visits are planned for this project. (3) The organized site visit will start at the Researcher Parking area at 10:00AM, with a project introduction and attendance taken. At 9:00AM USFS will open the gate to allow driving access from Windy Ridge Viewpoint FSR99 MP16.0 down 99Ext to Researcher Parking at MP18.0. Contractors will be allowed to walk the project area between the Researcher Parking area and the Barge Loading facility until 4:00PM. At 4:00PM USFS will leave the Researcher Parking area and lock the gate at Windy Ridge Viewpoint. There will be no access provided to the intake gate area during solicitation. Magnitude of Construction: The estimated cost of the project is between $10,000,000 and $25,000,000. Set Asides and Codes: This is a Total Small-Business set-aside. The North American Industrial Classification Code (NAICS) for this potential requirement would be 237990 - "Other Heavy and Civil Engineering Construction". The related size standard is $39.5M. The FSC is Z2PZ Repair or Alteration of Other Non-Building Facilities. Bid Procedures: The solicitation will be posted on SAM.gov website once it is issued. Firms are requested to register electronically to receive a copy of the solicitation when it is issued. Bid Period: The solicitation is tentatively scheduled for release on or about 19 August 2022. The tentative date for receipt of proposals is on or about 31 October 2022. Plans and Specifications: The Plans and Specifications will also be posted on beta.SAM.gov website once it is issued.
