The road was constructed in or about 2000 and has been privately maintained. The residents have petitioned the County to finance road repairs to bring the neighborhood roads up to North Carolina Department of Transportation (NCDOT) standards with the goal that the road will be accepted into NCDOT's secondary road maintenance program. A pipe culvert is in bad condition and needs to be replaced. The drainage system associated with ShadowFax Wynd Subdivision Road will have to be modified to meet NCDOT standards. There is a large pipe for a creek crossing, located at station 4+40-5+00, that will need to be replaced along with the associated headwalls. The current pipe is approximately 55 feet long and is a 60-inch diameter Corrugated metal pipe. The single pipe will have to be replaced by either two (2) 60-inch diameter pipes (the pipes must be made of NCDOT approved materials), or one (1) 95-inch by 67-inch Corrugated metal pipe arch (or other NCDOT approved material). Dimensions of the headwall at the upstream side is 12 feet deep for a length of 12 feet in the middle and 8 feet to either side the depth is 5 feet. On the downstream side, depth is 14.5 feet for a length of 12 feet, 7 feet further on either side the depth is 7 feet and 7 more feet brings depth to 6 feet. The head and tail walls for the creek crossing must be constructed in accordance with NCDOT approved materials and design details as presented in NCDOT Standard Drawings 300.01 and 838.28. Please see Drawings 300.01, 838.28, 840.72 and 816.01 attached hereto as Attachment B. Existing culvert system will need to be demolished and waste disposed of. Contractor will need to excavate existing pipe culvert and undercut in the creek bed so that the foundation can be properly conditioned. Pipe installation must follow NCDOT guidelines as shown in attachment 300.01. Use suitable excavated material as backfill; or in the formation of embankments, subgrades, and shoulders. The reinforced concrete head and tail walls will need to be constructed in accordance with NCDOT guidelines as shown in attachment 838.28 using Class A concrete. The road will be built back up with soil backfill compacted to 100% of standard proctor and topped with NCDOT Nonwoven Geotextile Type 4 installed below 8 inches of compacted ABC gravel base. The gravel base will have to pass a proof roll. The Contractor will be responsible for providing all tools, equipment and materials to complete the work. Proper traffic control measures and signage will be necessary to control access. Access to all houses and active construction sites will be maintained throughout the duration of the project. The Contractor will need to minimize impact to the stream and have proper erosion and sediment control measures in place and keep them maintained throughout project. The Contractor will be responsible for having the gravel and soil density tests performed by a qualified and certified testing firm and for coordinating with County staff to witness proof rolls. Prior to final acceptance, the inspector will ensure installed pipe has no cracks or deformations. |
