MISSISSIPPI AND ILLINOIS RIVERS CONSTRUCTION CONTRACT UPPER MISSISSIPPI RIVER MILES 300 TO 0 AND ILLINOIS RIVER MILES 82 TO 0 This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or make a contract award. NO AWARD will be made from this Sources Sought Notice. This is NOT a request for proposal, quote, or invitation for bid. The sole purpose of this notice is to identify potential System for Award Management (SAM) Database registered businesses that are interested and capable of performing this work. USACE is not responsible for any costs incurred by interested parties in responding to this Sources Sought. POINT OF CONTACT: Whitney Dee, Contract Specialist - whitney.r.dee@usace.army.mil PROJECT INFORMATION The U.S. Army Corps of Engineers (USACE), St. Louis District, is seeking businesses that are interested in and capable of performing construction services on the Mississippi River Miles 300 to 0 and Illinois River Miles 82 to 0. The Mississippi and Illinois Rivers are part of the commercial artery of waterborne transport system and an ecological benefit to our Nation. This construction contract supports these assets by constructing/maintaining/repairing river training structures to support a sustainable river navigation channel and constructs/enhances environmental features to mitigate any negative effects of our navigation construction. Both efforts are equitable for project requirements and equally reviewed per the Capability Statement requirements. The contract is anticipated to be a Firm-Fixed-Price (FFP), Indefinite Delivery, Indefinite Quantity (IDIQ), Single Award Task Order Contract (SATOC) Construction contract. The anticipated period of performance for this project is up to five years. NAICS CODE: 237990 Other Heavy and Civil Engineering Construction SIZE STANDARD: $39.5M CONTRACT ESTIMATED RANGE: Between $10,000,000 and $25,000,000 CAPABILITY STATEMENT SUBMITTAL All interested, responsive and responsible System of Award Management (SAM) Database registered businesses are encouraged to participate in this Sources Sought by emailing the required information below to the point of contact. If your company is not SAM-registered, Responses are to be sent via email to Whitney Dee no later than 10:00 a.m. CST, 8 November 2022. Interested businesses shall include the following information in their response to this Sources Sought announcement: 1. Please provide business information in the following format: a. No more than three (3) projects should be provided to demonstrate competency and experience in the required areas of work. Describe past work experience showing all or more than one of the areas listed that were performed under one contract. Projects must have been bonded by submitting firm as the Prime Contractor to be considered. Areas of work involving characteristics that are similar to the types of work described herein: o River-based river training structure construction and repair. o Land-based with river access structure construction o Construction on a commercially active navigation channel o Placing Graded Stone A (5,000-pound top size stone) o Dike degradation o Recycling stone o Verification surveys o Developing quality assurance project plans o River Dredging with land or river-based dredge disposal o Pile Structures * River for river-based construction is defined as an active body of moving water with significant stage fluctuations. Coastal, Lake, and Reservoir construction does not constitute river-based construction. The method of contractor selection has not been determined at this time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
