Description | The City of Pittsburgh Office of Management & Budget, on behalf of the Department of Permits, License & Inspection, is currently soliciting a list of pre-qualified contractors to perform demolitions in accordance with the City of Pittsburgh's new Lead Safety Ordinance. The Department of Permits, Licenses and Inspections mission is to provide a better quality of living to the residents of the City of Pittsburgh by increasing safety in the built environment. The Operations Unit is responsible for all property maintenance of existing buildings. Staff duties include responding to constituent requests related to property maintenance and structural deficiencies, land movement and landslide incidents, condemnations, City-funded demolitions, and license-related inspections. On December 6th, 2021, The City of Pittsburgh recently passed an ordinance "amending and supplementing the Pittsburgh City Code of Ordinances in multiple locations with provisions related to lead safety and mitigation in order to reduce, and thereby mitigate the health risks of, exposure of City residents, and particularly young children, to lead (Pb) hazards. For the purpose of this proposal, the ordinance looks to PLI for one primary function: To ensure the demolitions of pre-1978 structures are performed in accordance to the Lead Safety Ordinance, Section 2, Chapter 620 titled Lead-safe Demolitions.The ordinance applies to demolition of pre-1978 structures where services commence on or after May 29th, 2022. The purpose of this posting is to compile a list of pre-qualified vendors ("PQ List") under agreement with the City to be eligible to bid on Lead Safe Demolition Service projects. The City will solicit quotes for individual scopes of work by posting solicitations to its current PQ List as needs arise. Contractor hereby agrees to furnish lead safe demolition services, as described herein to the City of Pittsburgh, at any location within the City of Pittsburgh upon receiving any particular bid awards for one or more Demolition Projects and executing a separate Demolition Site Bid Agreement (referred to herein as "Bid Agreement"). The terms of the PQ List Agreement shall be further incorporated by reference into any and all Bid Agreements that may later be awarded to Contractor. Any and all demolition work for which prequalified vendors are eligible shall be in conformance with the provisions of this Pre-Qualified List Agreement (referred to herein as "PQ List Agreement") and the separate corresponding Bid Agreement, subject to the precedence set forth as follows: A. In the event of any conflict between the provisions of any terms in the Detailed Scope of Contract sections of this Pre-Qualified Agreement, the City's General Terms and Conditions shall be controlling and supersede the Detailed Scope of Contract in all respects. B. In the event of any conflict between any of the provisions of this Prequalified Contract and those of a separate Bid Agreement that may be awarded to Contractor, the provisions of the Bid Agreement shall be controlling and supersede the Prequalified Contract in all respects. |
