Description

INTRODUCTION By way of this Request for Proposal, the Long Beach Unified School District (District or LBUSD) is seeking new proposals from consultants qualified and experienced in providing Hazardous Waste Removal Services. The intent of this Request for Bid (RFB) process is to select the lowest responsive and responsible Bidder based on four scenarios for pricing / sample invoice and establish: a one (1) year base contract with an option to extend up to four (4) additional one-year periods. After the award is made to the contractor, performance will be based on satisfactory service and response based on Maintenance and Operations staff feedback and Key Performance Indicators (KPI). The initial contract period will be August 1, 2022 through July 31, 2023 with four (4) additional 1- year options for renewal. The District requires that pricing contained in the bidder's proposal remain firm for the duration of the initial contract. The contract may be extended for additional periods upon mutual consent of both parties. The total length of the contract shall not to exceed the allowance by law. Prices shall remain firm through this period. The District may consider a justified price increase with a minimum of sixty (60) days written notice prior to each renewal. RFB PROPOSAL CONTENTS CONTENT OF THE PROPOSAL (RFB) A. Cover Letter/Letter of Interest. Each RFB shall be accompanied by a cover letter addressed to the District, stating the eligibility of the Contractor to respond to the RFB, a brief description of the consultant, and statement of interest. This introduction cover letter must be signed by a person authorized to bind the consultant to the terms of the RFB and make binding decisions in all matters relating to the RFB. B. Detailed Proposal for Performing the Services. The Contractor shall provide a description of services and capabilities as outlined in the Scope of Work to include the following: i. A narrative section that provides a detailed description of the company including services available and specialty offerings. ii. The experience and qualifications of staff delivering services and the names, titles and responsibilities of the company's senior team. iii. References including but not limited to recent district and/or school letters of recommendation. C. Staff Resources. Identify up to three (3) persons that will be principally responsible for working with the District. Indicate the role and responsibility of each individual; provide detailed information for these individuals. D. Billing Rates. Proposed rates submitted and in your proposal shall include and account for all direct labor costs, fringe benefits, insurance, overhead, profit, and all other expenses the Contractor will incur in providing Services.
