Description

License Requirements Class "A" Estimated Bid Value $190,000 - $240,000 Estimated cost of contract. Metropolitan expects the total cost of construction to range between $190,000 and $240,000. This estimate is intended to serve merely as a guideline of the magnitude of work. Neither the bidders nor the Contractor shall be entitled to claims because of any inaccuracy in the estimated cost range. The attendees shall be responsible for driving their own vehicles. Attendees must wear construction attire during the tour. All personnel attending the pre-bid conference shall possess a valid government-issued photo identification card and shall not pose a security risk to Metropolitan. Any vehicle entering a Metropolitan facility is subject to search and visual inspection. Attendance at the pre-bid conference by subcontractors is not required. COVID-19 Pre-Bid Procedures - Due to the current COVID-19 pandemic, anyone attending the pre-bid conference will only be admitted if they demonstrate compliance with the latest Centers for Disease Control and Prevention and Los Angeles County Public Health guidelines, including use of face covers, observance of social distancing protocol, and avoiding touching of surfaces on the tour For the tour following the pre-bid conference, a maximum of two representatives from each prospective bidder may attend the tour. All attendees shall RSVP as a Prospective Bidder on Metropolitan's online bid system or email specsdesk@mwdh2o.com with the company name and names of attendees at least three business days before the pre-bid conference date for Metropolitan to make accommodations for maintaining social distancing guidelines. Attendees shall bring a hard copy of the "Prospective Bidder COVID 19 Self-Health Review / Safety Requirements" form to the pre-bid meeting and provide it to Metropolitan's representative. Anyone who is unwilling to fill out and sign the form, and/or is not in compliance, will not be allowed to enter the site. Project Duration 120 working days This work consists of installing impressed cathodic protection systems, including a Metropolitan-furnished solar-powered cathodic protection array, a new solar-powered cathodic protection cabinet, shallow ground-bed anode well, abatement of hazardous materials in coal tar enamel pipe coating, site restoration, and performing all appurtenant work as specified and shown on the drawings. Prospective bidders must bring a hard copy of the COVID-19 self health review/safety requirements form to the pre-bid meeting. Bid Bond Required Liquidated Damages Apply Payment Bond Required PRE-BID MEETING MANDATORY Prevailing Wage Required Performance Bond For this project, Metropolitan requires small and/or disabled veteran business participation of at least 25 percent of the total bid. Failure to meet this percentage will cause Metropolitan to reject the bid as non-responsive. The bidder shall have a California contractor license, classification "A" at the time of submitting the bid. In addition, the entity performing asbestos abatement shall be either the prime contractor with a California Contractors State License Board issued ASB certification or a subcontractor with a C-22 license. A subcontractor having a different "C" license may perform abatement work if it possesses an ASB certification and the abatement work is associated with said "C" license. The bidder shall complete all information required in Document 00420, and include the entity on Document 00430, Subcontractor List, if the work is to be performed by a subcontractor and the amount is more than 1/2 of 1 percent of the total bid price. N-11 Metropolitan has adopted a policy encouraging the participation of Small Business Enterprise and Disabled Veteran Business Enterprise (SBE/DVBE) firms in its contracts. For this project, Metropolitan requires small and/or disabled veteran business participation of at least 25 percent of the total bid. Failure to meet this percentage will cause Metropolitan to reject the bid as non-responsive. SBE/DVBE participation will be determined by the total value of all contracts entered into with SBEs and DVBEs for this project. Bidders may call Metropolitan's Business Outreach Officer at (213) 217-7444 with questions regarding the Small/Disabled Veteran Business Enterprise Program. N-12 The successful bidder and his or her agents, employees, and subcontractors shall comply with provisions of the California Labor Code, including those relating to payment of prevailing rates of wages. The bidder and his or her subcontractors must be registered with the Department of Industrial Relations and qualified to perform public work pursuant to Labor Code Section 1725.5. Metropolitan will not accept any bid without proof of current registration to perform public work pursuant to Section 1725.5. N-13 The successful bidder will be permitted to substitute securities for money that would otherwise be withheld by Metropolitan as provided in California Public Contract Code and 22300. For this project, Metropolitan requires small and/or disabled veteran business participation of at least 25 percent of the total bid. Failure to meet this percentage will cause Metropolitan to reject the bid as non-responsive.
