Description

As of December 09, 2022, project has not yet been awarded. Project is expected to be awarded late next week or early the following week.. Remove and replace aluminum windows and trims at 100 residential units and one Community Building, Remove, paint and reinstall existing metal shutters. Bids must include a non-collusive affidavit and a bid guarantee made in favor of the Benton Township Housing Commission. Bid guarantees will be returned within 10 days of official bid opening, if requested, except for three (3) selected qualified bidders. The unsuccessful bidders will have their bid guarantee returned after award of contract, if requested. The successful bidder must be fully insured and provide an assurance as required by Instructions to Bidders. All contractors and subcontractors must be in compliance with: Equal Opportunity Employment, Executive Order 11246 and Davis-Bacon wage rates as determined by the U.S. Department of Labor and adopted by the Housing Commission and as set forth in the Project Manual. Submission of U.S. Department of Labor payroll forms is required on a weekly basis. Contractors and subcontractors will commit themselves to making a good faith effort to meet the 10% goal of employing minorities and 5% goal of employing women. This publicly-funded project is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968. Refer to Specification pages 0015-11 and 0030-8 for specific Section 3 and MBE/WBE Participation requirements. The contractor shall appoint a company executive to assume the responsibility for the implementation at all requirements, terms and conditions. The Benton Township Housing Commission reserves the right to reject any or all bids, to award the contract to the lowest, responsible and most responsive bidder and to waive any formalities or irregularities in the bids received. No bid shall be withdrawn for a period of 90 days subsequent to the opening of the bids without the consent of the Housing Commission. Deposit shall be made payable to the Benton Township Housing Commission and will be refunded if the Project Manual and Drawings are returned in good, reusable condition within twenty-one (21) days after the date of receiving bids. Failure to observe this condition shall result in the forfeiture of the full amount of bidder's deposit. Prevailing wage requirements for these projects have been determined by the U.S. Department of Labor and have been adopted by the U.S. Department of Housing and Urban Development and the Housing Commission. The completion time is defined as the number of days to obtain substantial completion after receipt of "Notice to Proceed". In determining the responsible bid, the Owner may give consideration to the Contractor's completion time stated in his bid. The Contractor shall begin work within ten (10) days of receipt of the Notice to Proceed, and the project must be substantially complete within the proposed completion time or liquidated damages will be assessed. The Benton Township Housing Commission reserves the right to reject any or all bids, to award the contract to the lowest, responsible and most responsive bidder and to waive any formalities or irregularities in the bids received. No bid shall be withdrawn for a period of 90 days subsequent to the opening of the bids without the consent of the Housing Commission.
