Description

W912DQ-22-SS-7010 Sources Sought for Construction of Railroad Bridge Modifications and Improvements in Support of the Kansas Citys Levees Program. The following is a Sources Sought Notice for modifications and improvements to two (2) railroad bridges (owned and operated by Union Pacific Railroad). This Sources Sought announcement is for market research information only and is to be used for preliminary planning purposes. No proposals are being requested and none will be accepted in response to this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE. The purpose of this notice is to gain knowledge of potential and interested qualified contractors capable of performing modifications and improvements to two (2) railroad bridges located in Kansas City, KS. This effort is classified through the North American Industry Classification System (NAICS) under 237310 Highway, Street and Bridge Construction. It is anticipated that a solicitation announcement will be published on SAM.gov in 2023. The estimated magnitude of this project is over $10,000,000 with an estimated construction duration of 2 years. This project is anticipated to include modifications and improvements to two (2) railroad bridges (owned and operated by Union Pacific Railroad (UPRR) and referenced as UPRR #3 and Missouri Pacific (MoPAC)) to accommodate increased Kansas River flows in Kansas City, KS. The bridges were originally constructed in the early 1900s, carry two main line tracks each, and generally consist of four through truss spans and substructures supported on timber piles. Modifications to the UPRR #3 bridge generally consist of new lift screws, nuts, and guides to an existing electro-mechanical lifting mechanism. The original lifting mechanism was construction in the 1950s and includes a lift screw mechanism mounted to eight (8) towers along the bridge. The new lift screws will allow the bridge to be raised approximately two (2) feet higher than current conditions allow. Improvements to the MoPAC bridge include installation of a new lifting mechanism that will allow the static bridge to be raised approximately five (5) feet. Improvements will require superstructure modifications including truss end modifications, bottom chord retrofits, additional lateral bracing, and anchor bolt replacements. The new lifting mechanism is anticipated to be similar to the UPRR #3 electro-mechanical system with lifting screws to allow each span to be lifting independently of the others. Modifications to the substructure may also be required The U.S. Army Corps of Engineers, Kansas City District is soliciting feedback from industry as part of our market research efforts associated with this acquisition. USACE is considering various acquisition strategies to deliver this project and request input from industry. The following information is requested in this Sources Sought (SS) announcement with a limit of ten (10) pages for your response: 1. Organization name, address, email address, website address, telephone number, and small business status and type of ownership for the organization; include DUNS number and CAGE code. 2. Firm's interest in providing a proposal as the prime contractor on the pending solicitation once issued. 3. Experience: Evidence of capabilities to perform work comparable to that required for this project (e.g. installation of new or modifications to an existing bridge lifting mechanism, construction of new or modifications to existing railroad bridges, etc.). Provide any recent relevant/comparable projects and describe how they are similar to this project. Include the project name; when the project was constructed; dollar value of the project; description of the key/salient features of the project (including owner of the bridge); identify the contracting office & the customer/user (include POC information). Please send your Sources Sought responses via email to jay.b.denker@usace.army.mil and Angelique.M.Oldsen@usace.army.mil. Submissions should be received by 10:00 a.m. Central Standard Time, February 1, 2022. This Sources Sought is for market research purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP) nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. As of February 2, 2023, this project is currently under evaluation stage. A method to select a contractor has not been identified.
