Description

Affirmative Action Employer, seeks to retain the services of a professional consultant engineering firm to provide services related to Preliminary Engineering & Design (PE-NEPA), (PE-DESIGN), and Right-of-Way Acquisition Services (R.O.W.) for the Foothills Mall Drive Extension Phase 2 project (PIN#132946.00). The project includes construction of a new 3-lane minor arterial roadway with sidewalk and multi-use path, approximately 0.66 miles between Foch Street and McCammon Avenue in Maryville, TN. This phase is a continuation of the phase 1 project currently under construction. The project shall be accomplished in accordance with TDOT Local Programs guidelines. The professional engineering consulting firm must be on TDOT's pre-approved list or have a completed pre-qualification form filed with TDOT by the deadline for the Letters of Interest. The prequalified firm must have unlimited status. Responsibilities of the professional consultant firm include, but are not limited to: Required Scope of Services for PE-NEPA: Preliminary roadway layout and design, including evaluation of various alternative alignments. Provide an environmental assessment of the project in accordance with the National Environmental Policy Act (NEPA), including any necessary public meetings. Providing administrative / coordination services as required by the TDOT Local Program Development Office Required Scope of Services for PE-DESIGN: Prepare final R.O.W. plans & final Construction plans. Utility Coordination and Certification. Obtaining any necessary construction permits. Bid document preparation and bidding assistance. Required Scope of Services for R.O.W.: Perform title searches and contact property owners. Perform appraisals and review of appraisals. Negotiate and make offers to property owners. Close properties, record deeds, and receive right-of-way certification by TDOT. A separate firm will be selected to provide CEI services for this project. Firms which provide services as a prime or sub-consultant for the NEPA/DESIGN phase may not be the prime consultant for CEI services. Estimated Schedule for Performance of Work The estimated timeframe for NEPA/DESIGN is Fall 2022-Fall 2023. The estimated timeframe for ROW Acquisition is Summer 2024-Spring 2025. The estimated timeframe for Construction is Summer 2025-Summer 2026. Firms may request consideration by submitting a letter of interest to The letter of interest shall indicate the scope of services to be completed by any sub-consultants. The firm will invoice the City of Maryville on a monthly basis for services provided under a lump sum fee contract, however the Letter of Interest and subsequent submittal of a Statement of Qualifications should not include any fee structure or costs. Phase I Evaluation For Phase I evaluations firms shall submit letters of interest with firm contact information including name, address and e-mail of primary contact. The letters of interest shall be no more than 3 pages and include a brief summary of the following: Past experience in the required disciplines with the City of Maryville & or TDOT and other clients Specialized expertise Professional licensure Staff capabilities of the prime consultant Unlimited prequalification status From the letters of interest, City of Maryville will shortlist 3 qualified firms to submit Phase II Statements of Qualifications (SOQ's) packets. Firms will be notified of their status within 2 weeks of letter of interest submittal date. Phase II Evaluation From the 3 shortlisted firms, the City of Maryville will request 5 printed copies of each firm's Statements of Qualifications (SOQ), as well as a pdf version within 2 weeks of notification. Evaluation of the firm's SOQ's will be based on the following criteria (relative weight): Workload capacity, including amount of work currently under contract with the City of Maryville (10%) Past performance on City of Maryville projects (10%) Technical approach (30%) Selection of team members and/or sub-consultants for specific functions based on areas of expertise (20%) Project understanding (20 %) Evaluations of similar projects for which the consultant has provided NEPA/DESIGN/ROW services (10 %) From this list of criteria, the top ranked consultant will be selected to begin negotiation.
