Description | The Project consists of approximately 16 miles of express lanes along SR 400 between the Metropolitan Atlanta Rapid Transit Authority ("MARTA") North Springs Station at Exit 5C in Fulton County and approximately 0.9 miles north of the SR 400/McFarland Parkway Interchange at Exit 12 in Forsyth County (Project MSL00-0001-00(757), P.I. No. 0001757). Ramps and a collector distributor (C/D) system that is currently under construction will connect the current general purpose lanes on I-285 to the SR 400 express lanes. The Project will add two express lanes in each direction from the MARTA North Springs Station to McGinnis Ferry Road and one express lane in each direction from McGinnis Ferry Road to the Project terminus, north of McFarland Parkway. There are eight northbound access points consisting of three direct access interchanges, two ingress locations, one egress location, and two ingress/egress locations and there are nine southbound access points consisting of three direct access interchanges, two ingress locations, three egress locations, and one ingress/egress location, as shown in Exhibit 2 (Project Map). There are also two direct connections to transit services in the northbound and southbound directions. The SR 400 express lanes are anticipated to be physically separated with plastic delineators from the general purpose lanes with limited entrances and exits. The Developer may have the opportunity to add, remove, or modify access points or to change the type of separation between the general purpose lanes and the express lanes. The Project is a critical piece of a larger construction effort that will provide reliable travel time options on SR 400 and I-285. SRTA and GDOT anticipate that the Project Agreement will (among other things): (a) obligate the Developer to: (i) develop, design and construct the Project; (ii) provide financing for the Project; and (iii) operate, maintain and toll the Project; (b) grant the Developer the right to receive toll revenues collected from users of the tolled portions of SR 400 for a set 50 year operations, maintenance and tolling period, subject to any revenue sharing with, or other payments to be made to, the Authority; (c) provide relevant parameters for tolling; and (d) set out SRTA's obligations, including pursuant to a Tolling Services Agreement to be included as an exhibit to the Project Agreement and executed concurrently. |
