Description | UCLA requests a written response to this Request for Qualifications (RFQ) to select an Engineering Peer Reviewer/Owner Advisor Consultant supporting the proposed UCLA Co-Generation Plant Equipment Replacement (Project #908046.01). This RFQ does not involve the preparation of design documents, engineering documents, or construction. The project planned delivery method is progressive design-build. The design builder's scope of work shall include preliminary and final engineering, permitting, procurement and construction, start-up, commissioning, turnover, and all work required to achieve the following project objectives: (1) Replace existing LM1600 European Gas Turbine packages - CTG-0101A/B - with like-sized units currently marketed and supported by a reputable supplier (and which are reasonably expected to continue being supported on a going-forward basis) and which have a demonstrated track record of reliable operation. OEM's lease pool availability for spare core engine shall be determined. (2) Locate the replacement units in the same space as the existing units. (3) Identify solutions that will minimize total project cost and timeline from a "breaker-to-breaker" standpoint. (4) Identify solutions to refurbish and re-use existing equipment to the maximum possible extent (i.e., heat recovery steam generators (HRSGs)). Where re-use is deemed infeasible, provide an alternative recommendation. Where re-use is deemed feasible, provide estimated impact on overall cost and gas turbine and HRSG performance. (5) Identify solutions that will avoid the need for total closure of Charles E. Young Drive South or contain such closures to very brief windows during off-hours. (6) Improved heat rate on electric power generation and steam production. (7) Dry low NOx combustors for new gas turbine generators. (8) Preserve dual-fuel capability (9) Reduce Air Emissions to meet South Coast Air Quality Management District (SCAQMD) Rule 1134 air permit requirements for meeting Best Achievable Control Technology (BACT) lower emission limits by December 31. 2023. (10) Select an appropriate gas turbine to make and model capable of firing 100% pipeline-quality natural gas and blended fuel (natural gas and hydrogen) with at least 20% of hydrogen by volume. The gas turbine's technology maturity to fire blended hydrogen fuel shall be commercially proven when bidding on this project.
