Description

Bid specifications for landscape maintenance service - three year contract GENERAL INFORMATION: The City of Waynesboro Public Works Department seeks proposals for landscape maintenance at several locations below in the City of Waynesboro. Please see requirements and detailed description of work below. Bid prices to be effective May 1, 2023, through May 31, 2026, provided vendor continues to perform within these specifications. If additional information is needed, please contact J.C. Ellison, Public Works Superintendent (706-554-8033). All questions must be submitted in writing by fax (706-554-8007, Attn: to J.C. Ellison) to or email to jellison@waynesboroga.com by March 15, 2023 @ 5:00 P.M. No bid will be accepted by fax; all must be received by mail or hand delivered. This bid is for a three (3) year contract. Public Works cannot accept billing or delivery of any item before May 1, 2023. The bid award will be based on the lowest most responsive bid meeting specifications. The City of Waynesboro reserves the right to reject any or all bids or to accept any individual item listed. SCOPE The City of Waynesboro is soliciting proposals to provide landscape maintenance at several locations on the maps below. Please see requirements and detailed description of work below: The successful Contractor shall be required to provide the minimum Landscape maintenance services outlined in the Landscape Services Required Schedule included below, which shall be subject to review. The successful Contractor shall be required to furnish all equipment, machinery, transportation, fuel costs, and other implements necessary to execute this Contract. Landscape Services Required Schedule LAWNS Lawns shall be mowed biweekly or as needed during the months of March through November. Prior to mowing, trash, paper, and other debris will be removed. Contractor will make lawns conform to a neat appearance. Contractor will cut the lawn uniformly to a minimum or an inch and half level. Contractor will not cut lawn lower than an inch and half. EDGING Contractor is to complete edging once a year. Chemicals are not to be used to edge grass. Landscapers utilizing edgers must not cause any damage to vehicles or other objects or property. CLEANING/TRASH Grass clippings and all other debris resulting from the services provided by the Contractor will be removed from lawns, sidewalks, parking lots, and streets immediately upon completion of work or as deemed necessary by Public Works. The Contractor shall pick up and dispose of all clippings and litter per visit and dispose of it in the proper area on-site. CHEMICAL PROGRAM The Contractor agrees that no fertilizer will be used. At the Contractor's own expense and discretion, the Contractor may implement pesticide applications on an "as needed" basis only for the purposes of growth retardation, to exterminate Bahia grass and/or broad leaf weeds, insect infestations, disease and to exterminate growth in cracks of cement. Documentation provided to Public Works and/or The City Manager shall be required for application of any and all chemicals, specifying the date of application, type of chemical and application rate. INSPECTION It is understood within this agreement that any problems such as disease, insect infestations, or unusual weather conditions, etc. shall be discussed with Public Works and the City Manager. The landscape maintenance foreman shall check with Public Works and/or the City Manager each day while providing services included in this agreement. This will enable the parties to discuss work orders and any other concerns either party might have. Periodic inspections will be scheduled with the Contractor as deemed necessary by Public Works and/or the City Manager. SPECIAL PROVISIONS Vegetation growing in asphalt or concrete cracks shall be treated as it appears. All workers must be dressed appropriately to include wearing of shirts and shoes while on the premises. GENERAL INSTRUCTIONS Mowing, trimming, edging -should be done as outlined above or when deemed necessary by Public Works. Blow off road and sidewalks after mowing, trimming, edging- per visit. Ensure that storm drains inlets are clear after mowing - per visit. Trash -per visit. LICENSE AND PERMITS It shall be the responsibility of the successful bidder to obtain all licenses and permits, IF REQUIRED, to perform this service at no additional cost to the City of Waynesboro. Firm's Tasks: Contractor shall furnish all materials, equipment, machinery, transportation and other implements and materials necessary to execute this Contract. Equipment that damages turf or sidewalks shall not be allowed. The Contractor shall be responsible for all equipment maintenance, repair and expendables including but not limited to fuel, oil, and tires. No City equipment will be loaned or otherwise leased or rented to the Contractor. A sufficient supply of back up equipment must be kept on hand to ensure timely and continuous fulfillment of this Contract. No relief in responsibility for work performance will be granted in the event of broken-down equipment. Landscape services shall be provided as outlined in the Landscape Services Required Schedule. Contractor shall emphasize and enforce common safety standards for mowing, applying chemicals and using ground maintenance equipment. Employees should always wear necessary safety equipment and use extreme care when applying chemicals. Contractor shall maintain documentation that all employees have been trained in appropriate safety measures to ensure contractor employees are performing their work in a safe manner. Contractor shall provide sufficient onsite supervisory personnel to ensure proper inspection of work performed, close supervision, and technical assistance to the work force. The term "on-site supervision" will be a person designated to be at the work site, and act as the selected Contractor's point of contact for Public Works. The Contractor shall be responsible for all damage or personal injury resulting from its operations. This includes, but is not limited to, damage to plants, and turf as well as buildings and structures. Damage and any personal injury will be reported immediately to Public Works and the City Manager. Contractor shall return to work site after being notified of any deficient conditions. If two callbacks occur during a one-month period or if a total of five such callbacks occur during the contract period, Public Works shall have the right to declare the Contractor non-performing and shall have the right to terminate the contract without penalty. All Landscape work shall be performed during standard Landfill operating hours Monday through Friday of each week according to the agreed upon Landscape Services Required Schedule. Contractors' vehicles should be properly identified and maintained in a neat and professional manner.
