Description | Request for Proposal for Installation of 6,600 feet of 12” inch steel high pressure natural gas pipeline. The Project includes the following Work: The project construction will consist of a new 12-inch, high pressure pipeline to convey natural gas between the Cummings E well pad and the Huckleberry D Pad. The project is approximately 6,600 feet in length (1,000 feet south of Ogdensburg Road and approximately 5,600 feet North), and is in Union Township, Tioga County, Pennsylvania. The pipeline route has been established and 30% design has been completed and has been permitted. A single, open cut, crossing of Ogdensburg Road will be required for the 12" line. A 16" HDPE water line, with steel risers on each side of Ogdensburg Road, will be installed at the crossing to allow PGE to pump water across the road as required for future operations. The new 12" pipeline will have one foreign line crossing, an uncoated UGI Utilities pipeline. Special requirements exist for pipeline crossing of this line, as well as any vehicle crossing of this UGI line. UGI has significant impressed current cathodic protection (CP) operating on this uncoated line. An existing PGE impressed current CP system will be utilized to protect this new pipeline. CLARIFICATION DEADLINE 11/2/2022 5:00 PM All communications and any inquiries relating to plans, specifications, requests for approvals, and other general information shall be submitted electronically no later than 12:00 Noon Eastern Standard time October 26, 2022. All questions will be filed and available to all parties no later than 5:00 pm Eastern standard time October 28th, 2022. If any omissions from, discrepancies in, or doubt in meaning of any of the RFP documents are found, Bidder should immediately request explanation before submitting Bidder's Proposal. The request shall be made in writing, by PennBid, referencing RFP No. 7021 and identifying the discrepancy. All such requests shall be delivered as directed and must be received no later than five (5) business days prior to the Bid Due Date. The originator of any such request(s) is solely responsible for its timely receipt by PGE via PennBid. If Bidder does not receive a response to a request in time to reflect the response of same when submitting Bidder's Proposal, the interpretation upon which Bidder relies must be set forth in proposed exceptions in accordance (with full RFP Paragraph 4.1.2). PGE reserves the right, at its option, to waive any informalities, irregularities, defects, errors, or omissions in any or all proposals. PGE intends to keep submissions confidential and will take the appropriate action to do so. PGE retains the right to accept or reject any and all proposals without giving a reason for any such acceptance or rejection. |
