Description | The Pennsylvania Game Commission (PGC) is soliciting electronic bids for maintenance of a section of Upper Horse Valley Road on State Game Lands (SGL) #235. The scope of the project includes making drainage improvements, road surface preparation and roadway construction with base material and #2A coarse aggregate. When bidding, amount bid should be in dollars and cents-----no fractions of a cent will be accepted. Questions concerning project specifications and requirements should be directed to Foster Schaffer in the PGC Engineering Division at 717-787-4250, ext. 73322. Any questions concerning completion of an electronic bid should be directed to the PGC Procurements Division at 717-787-6594. Bidders should visit the site to ascertain the pertinent conditions such as existing road surface conditions, drainage patterns and other working conditions. Contact Eric Horsh, PGC South Central Region Group 4 Land Manager at 814-643-1831 to get directions and site information. This is the phone number for the Game Commission's regional office in Huntingdon. The dispatchers at the regional office will relay messages to Mr. Horsh. You may also contact Tom Black, PGC Cumberland County Foreman, at 717-423-5318. This phone number is for the PGC Cumberland County maintenance building in Newville. The personnel that operate out of this building are frequently in the field; please leave a message and your call will be returned. The project area is not open to public travel because it is behind a locked gate. We recommend contacting Mr. Horsh or Mr. Black to make arrangements for unlocking the gate and for directions and status of road conditions before going to the site. Attached to the project listing in electronic format are Terms and Conditions of Project, Conditions for Construction Contracts and Technical Specifications (Sections 1 through 11). Three drawings titled "Upper Horse Valley Road Project" are also attached. A bid guarantee or bond is not required. The Commonwealth reserves the right to reject any and all bids, to waive technical defects in bids and to accept or reject any part of the bid deemed in the best interests of the Commonwealth. Except as otherwise provided by law, award will be made to the lowest responsible and responsive bidder, and all bidders will be advised of the bid results. A Purchase Order will be generated at the time of award without further input from the successful bidder. Awarded vendor will be sent a copy of this document and no work will be authorized until the vendor is in receipt of the Purchase Order. All vendors who conduct business with the Pennsylvania Game Commission must have a Vendor No. assigned to them in order to receive payment from the Commonwealth.
