Description

As of April 21st, 2023 this project is pending an award decision. Paupack Municipal Building Alteration CLARIFICATION DEADLINE 3/1/2023 1:30 PM Each bid must be accompanied by a certified check or bank or Bid Bond naming as payee or obligee as applicable, the Paupack Municipal Township in the amount of five percent (5%) of the total amount of the bid as security for proper execution of the Agreement and submitting other documents as required by the Bidding Documents. The Successful Bidder will be required to execute the Agreement and to furnish performance and payment bonds, each of said bonds to be in the amount of one hundred percent (100%) of the Contract Price, all in the respective forms provided in the Bidding Documents. The Contractor also will be required to furnish evidence of insurance coverage as required by the Bidding Documents. All bonds shall be executed by sureties named in the current list, "Companies Holding Certificates of Authority as Acceptable Sureties in Federal Bonds and as Acceptable Reinsuring Companies" as published in Circular 570 (as amended) by the Audit Staff, Bureau of Government Financial Operations, U.S. Treasury Department. No bids may be withdrawn, except when the Bidder(s) comply with the withdrawal requirements of Act No. 4 of the General Assembly of Pennsylvania, Senate Bill 793, Printers No. 1655 (as amended). Not less than the minimum wage rates set forth in the Contract Documents must be paid to employees on this project in accordance with the U.S. Department of Labor under the Davis-Bacon Wage Rate Act. Bidders are advised that this project will be supported in part by Federal funding via the . Bids shall remain open for a period of sixty (60) days from the date of Bid opening unless award is delayed by a required approval from a governmental agency, the sale of bonds, or the award of a grant or grants, in which event the Bids shall remain open for a period of one hundred twenty (120) days from the date of Bid opening. Awards shall be made only to responsible bidders that possess the potential ability to perform successfully under the terms and conditions of this procurement. Consideration shall be given to such matters as bidder integrity, compliance with public policy, record of past performance and financial and technical resources when determining responsibility. Paupack Township reserves the right to reject any or all bids or parts thereof or items therein, to waive any defects or irregularities in the Bids, and to accept any Bid which, in its judgment, is for its best interest. The Contractor shall complete all Work as specified or indicated in the Contract Documents. The Project is generally described as follows: 1. Paupack Municipal Building Improvements Project which consists of the construction of a break room, relocation of minor utilities, installation of generator and general improvements. 2. The Site of the Work includes property, easements, and designated work areas described in greater detail in the Contract Documents but generally located at 25 Daniels Rd Lakeville, PA. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. A. The Project consists of interior renovation to an existing building intended to Paupack Municipal building, Wayne township, PA per contract documents. Work will include all associated construction, finishes, furnishings, and equipment as specified in the drawings. B. The Work will be performed under one contract. C. The Bidding Information, Contract Information, General Specifications, and Detailed Technical Specifications for the Contracts are herewith bound together as one book entitled in part "Paupack Township Technical Specifications for Paupack Municipal Building Alternations." D. The Drawings for the Contracts is one set entitled "Paupack Municipal Building" E. The intent and meaning of the Contract Documents is that the Contractor will take such action as necessary and/or required to provide labor, supervision, materials, supplies, equipment, power, transportation, facilities, etc., whether temporary or permanent, which are indicated or may be reasonably inferred from each Drawing and each section of these Specifications, all of which are collectively necessary and/or required for the execution of the Work. F. The Project was designed generally around the first or singularly named manufacturer. If any Contractor chooses to furnish an alternately named manufacturer, or if one not named is approved, then he is responsible for all costs of re-engineering and the costs of any structural, electrical, or other revisions required to suit the alternate equipment or materials. G. The Contractor must at all times diligently pursue the completion of the various work elements and coordinate this Project with the Owner's operations. The Contractor will direct its efforts in such a manner as to assure completion in accordance with approved schedules. H. The Work includes the provision of temporary facilities, supports, wiring, and controls all as indicated on the Drawings, as specified herein, and/or as required for the proper, orderly, safe, and timely completion of the Work. I. The Contractor will note that the Drawings are general in detail and scope with respect to the extent of demolition, cutting, patching, removal of existing facilities, etc. and that all such Work will be provided by the Contractor, whether specifically indicated on the Drawings or not, which is necessary for the completion of the Work or for the proper operation and appearance of the finished installation, in accordance with the intent of the Contract Documents for this Project.
